In 2019, the Bas-Rhin Departmental Library created a position in charge of the development of public reading and learning organizations. The 31 media libraries in Baie de Saint-Brieuc are run by 100 professionals and 130 volunteers. A training plan develops skills around targeted issues. At the heart of each project today, the dynamic of cooperation integrates this aspect in renewed forms. The Bordeaux libraries have long proposed a formalized, multi-year training plan based on issues identified for all agents. Since 2022 and for a period of three years, the focus has been on the documentary policy, in order to restore to the agents a common culture in this field. How is this training plan constructed, in conjunction with the agents and the human resources department? What training modalities are provided? What impact has the lockdown period had on the selected training topics? A feedback to share.

In Brittany, library staff have a guide «Professions of libraries», and an online search engine, which lists the training offered by the various organizations present in the territory. These tools are developed from an annual survey of needs, in the framework of a consultation coordinated by Livre et lecture in Brittany, which brings together the DRAC, the CNFPT, the CRFCB, Livre et lecture in Brittany, departmental libraries, ABF Bretagne and the Rennes library network.

A process of progressive convergence of the actors of the training brings together CNFPT, Universities, CRFCB, departmental media libraries and ABF since 2019. This project is being carried out in stages: it has made it possible to build a training program with the CRFCB, then in a second time that all departments contract with the CNFPT. The continuation of the operations is built with the objective of giving rise to a shared catalogue and a regional consultation for the implementation of training programs.

Better known in the educational and medico-social field but also carried out in the library, the analysis of professional practices can be useful within an organization to promote the rise in competence and team cohesion, opening up new perspectives on professional practice. The national competency framework for territorial library professions, which was developed this year as part of a broad national consensus, is set to evolve. It will be reworked in 2023, taking into account the feedback that will be made by its users. A booth to exchange about this tool and contribute to its improvement.
10 measures for trades and training, under the third component of the Library Plan
On November 30, 2021, the Territorial Library Training Conference was held, which officially launched the 3rd component of the Library Plan. After "Open More" and "Offer More", "Train Better" aims to accompany the profound transformation that libraries and their professions are experiencing.
Ten objectives, identified within the framework of a broad consultation involving the National Centre of the Territorial Public Service and all the partners (professionals, elected officials and training stakeholders), were presented at these Assizes and are being implemented:
- Continued consultation with all stakeholders.
- Publication of statistics on library professionals and their access to training.
- A shared and evolving national competence framework..
- Better coordination of training provision at regional level to make it more readable and accessible.
- Arrangements for access to competitions better adapted to future vocational skills and taking into account the reform of several university diplomas.
- Improved and extended post-recruitment training so that employers have better trained managers for their new responsibilities.
- A reflection on the development of a basic training freely accessible online.
- Innovative and adapted training methods in overseas countries.
- Encouragement to develop library learning.
- An annual meeting, allowing the profession to discuss these training issues and to follow the progress of the various projects involved.
