In addition to setting up specialised committees, the High Council may decide to entrust the examination of a specific question to one or more experts, whether members of the Council or not, for the purpose of preparing a summary document, after hearing the various professionals of the sectors concerned. The studies thus carried out take the form of a report which is the subject of a presentation followed by a debate in the plenary session of the Superior Council.
