The Conseil supérieur de la propriété littéraire et artistique is responsible for advising the Minister responsible for Culture on literary and artistic property.
The Board of Governors shall observatory function the exercise and respect of copyright and related rights and the monitoring of changes in practices and markets. It can initiate studies and propose measures concerning French literary and artistic property abroad. It may assist in the resolution of disputes on the application of the relevant legislation on matters which affect the collective interests of the professions.
The CSPLA aims to answer new questions copyright and related rights through the rise of the Web and digital. It is a single forum for dialogue and consultation between the various actors concerned (authors, artists, producers, publishers, broadcasters, service providers, consumers, users).
Travaux et publications
- The minutes of the plenary sessions report comprehensively the exchanges held within the Council in its diversity, concerning the various ongoing work of the Council and the current news on copyright and related rights, including through hearings. The plenary sessions are also an opportunity to take stock of the recent relevant case law of the Court of Justice of the European Union and the Court of Cassation;
- The reports and opinions of committees are the documents drawn up on a theme given in specialized committees (working groups bringing together all Council members who so wish, as well as external personalities), then discussed and adopted in plenary, before being forwarded to the Minister;
- The mission reports and opinions are the result of ad hoc studies entrusted to a member of the Council or an external expert in order to enlighten in independence, while consulting and hearing the actors concerned, the public authorities on a specific subject.
- The activity reports are issued annually by the President of the CSPLA, who thus reports on the work of the Council to the Minister responsible for Culture. It shall be informed of the follow-up given by the Government to its proposals and recommendations.
