The cultural digital offering contributes to the wide dissemination and circulation of French culture and language in the world. This offer must leave a strong, attractive and contemporary digital footprint of French culture, research and creativity. Its purpose is to support France’s cultural and creative outreach to an international audience. It must also strengthen the tourist and professional attractiveness of the territories, which are vectors of democratization and new forms of cooperation.
In the linguistic field, support for the development of language technologies will ensure a wider dissemination of French cultural works. It will ensure and strengthen the presence of these works in the global cultural ecosystem, and develop a strong attractiveness of French and French languages.
Digital technology is thus at the service of language policy, through three main areas of action: the semantic web, data web and data bindings on the one hand, language and standardization technologies on the other hand, and finally linguistic diversity and artistic creation in the digital field.
Digital platforms for French cultural content
Digital technologies also make French cultural content internationally accessible via editorial platforms.
In terms of audiovisual offerings, the digital platforms of television channels ensure the availability of French cultural offerings in multilingual versions. This is the case for theARTE Europe’s digital offering offered in 6 languages (French, German, English, Spanish, Polish and Italian), co-financed by the European Commission. Similarly, TV5MONDEplus is a digital platform for French-language audiovisual content launched in 2020 by TV5 Monde and TV5 Québec Canada. Available free of charge from 200 countries and territories around the world, TV5MONDEplus offers five subtitling languages (French, English, Spanish, German and Arabic). The subscription streaming platform (SVoD) SALTO, the result of the work of synergy and mutualisation between French public and private actors, since the beginning of 2021, offers an offer focused on French productions.
For the book and reading, Culturethèque, the French-language digital media library of the Institut français et des alliances françaises network has 120 countries already connected, more than 200,000 users, between 2,000 and 2,500 visitors per day and 340,000 documents.
On the heritage front, French cultural institutions regularly enrich their contributions to the European Digital Library Europeana It is a multilingual European online access point linking digital collections belonging to the cultural heritage of the Member States.
Building joint strategies at the international level makes it possible to better respond to the challenges of discoverability in a globalised digital environment. The joint Franco-Quebec strategy on discoverability On-line Francophone Cultural Content, with an international scope, proposes 12 objectives that should enable the establishment of an exemplary framework of action that can become a model, particularly within the Francophonie.
