Guarantee the use of French
All citizens have the democratic right, guaranteed by law, to receive information and to express themselves in their language. The DGLFLF monitors and coordinates interdepartmental enforcement of French-language legislation, in particular the law of August 4, 1994, known as the Toubon law, in the name of the minister who passed it. These provisions help to ensure the health and safety of consumers and employees by imposing the use of French in a large number of everyday life circumstances. A report is submitted annually to Parliament on the application of this Act.
Modernize and enrich the French language
To remain alive, a language must be able to express the modern world in all its diversity and complexity. Living, the French language is certainly: far from being frozen in everyday practice, it evolves with the changes of French society. It is even abundant in scientific and technical fields where, faced with the temptation to borrow foreign languages, vigilance is essential to accompany the creation of French terms.
Promote the languages of France
France has a rich linguistic heritage. The plurality of languages shapes France’s cultural identity. Alongside French, the national language, whose official character has been enshrined in the Constitution since 1992, the languages of France are our common good, they contribute to the creativity of our country and its cultural influence.
Taking ownership of language: national policies and territories
Mother tongue for some, language of the host country for others, the French language allows communication between all. If our constitutional and legal framework under which «The language of the Republic is French» illustrates the key role of our language in the sense of belonging to the Republic, strong inequalities in the practice and mastery of French constitute a major obstacle to adherence to this model. It is therefore necessary to facilitate access to it for all those in whom the mechanisms of relegation and non participation in social life produce a linguistic handicap, which is often cultural.
Engaging audiences in a new dynamic
Making francophones aware of the importance of language as a factor of social cohesion, expression of a culture and marker of identity is a major issue in our society. The relationship with the public has profoundly changed, it is now a question of stimulating their engagement and providing them with interactive tools that they can seize.
Innovation in the field of languages and digital
The aim is to measure, encourage and promote the presence of quality resources and data available in French and French languages, to support the use and development of language standards and technologies (assisted or machine translation, speech recognition and synthesis, etc.), preserve linguistic diversity and multilingualism, particularly in the creative sector.
Observe language practices
Any policy is based on knowledge: to transform a reality it must first know it. In this perspective, the General Delegation for the French Language and the Languages of France has set up an Observatory to better understand the language practices of the citizens of a country that spans five continents.
Promoting French and linguistic diversity in Europe and around the world
The question of languages arises on a global scale and there is no language policy that is not global, crossing national and international approaches. In the case of French, it is thus necessary to combine interventions for its promotion with an approach in favor of multilingualism.
