Conference of International Non-Governmental Organizations (INGO Conference)
A space of innovative participation, the INGO Conference is the representative body of civil society of the Council of Europe, it brings together 320 international NGOs invited to collaborate in the work of this organization founded after the Second World War, in 1949, to build “a lasting peace”. Committed citizens have the opportunity to contribute freely and directly to the construction of Europe. It is the only NGO assembly with an institutional role in an international intergovernmental organization. Its headquarters are at the Palais de l'Europe in Strasbourg, France.
Heritage depends on the Education and Culture Commission.
Faced with the rise of populism, fuelled by the quest for identity, massive urbanization, the digitalization of practices, economics shaping politics, the Education and Culture Commission commits four working groups to alert and bring out proposals for actions:
- The Europe of heritage and creation : European culture and identity; intellectual, economic, scientific, philosophical and artistic migrations in Europe; material and intangible history and heritage; intergenerational links; terrestrial and virtual roads in Europe (linked to the Council of Europe’s Cultural Routes); education and outreach of European artists and migrant artists on the European creative scene; gender issues and respect in access to culture and artistic practices. The aim of this working group is to give civil society a modern, multi-entry definition of European cultural identity that revives the shared values of democracy and citizenship. The final book aims to extend the White Paper on intercultural dialogue by proposing elements of reflection that everyone (individuals, cities, States, institutions) can appropriate, promoting variations of postures that are both unique, open and civil vis-à-vistowards diversity in the contemporary intercultural world
- Intercultural cities : in partnership with the Council of Europe’s Intercultural Cities Network, aiming at the exchange of experiences between cities, civil society and the Council of Europe with a view to promoting coexistence and the good integration of all in the urban space, intergenerational dialogue
- Lifelong learning : education of adults and vulnerable people (especially women, minorities and migrants); right to training, integration, inclusion, dignity, citizenship; adaptation to a changing economic and political world; Importance of parent training in the education of young people
- Digital Citizenship Transversal Group The development of digital tools is driving knowledge sharing and empowering people to become involved in society. These tools can thus be used to promote access to European citizenship and the involvement of everyone in democratic life. Digitization can, however, lead to or reinforce counterproductive social and geographical divisions. This is why this working group proposes a reflection on the possible futures and to what extent digital tools can or cannot contribute to the construction of this future, spreading human rights and building European citizenship, with the aim of improving living together through integration into education and culture
