Media and information literacy: a priority commitment of the Ministry of Culture
Since 2015, the Ministry of Culture has been supporting the development of media and information education (MIL) for all audiences, young people and adults, in all territories. It intensified its action from 2018 with the mobilization of increased financial resources and the implementation of a media education plan.
The priorities and objectives of this plan are:
- The decryption of the infox, the control of the orientation in the different sources of information, the understanding of the mechanisms of influence which are in play.
- The deconstruction of conspiracy theories massively disseminated online and the fight against hate content
- Understanding of journalistic work, the functioning of media and digital eco-systems
- The development of critical thinking in the face of scientific misinformation.
It is available at two levels:
- At the regional level:
- The Ministry’s Regional Directorates for Cultural Affairs (DRAC) support local and regional media education projects, including through regional EMI calls for projects.
- Since 2016, the DRAC has also been managing the programme of residencies for journalists, which has broadened the residency approach supported so far by the Ministry in the artistic and cultural fields to the field of media and media education and supporting MIL interventions in territories over a period of time.
- At the national level:
- The ministry supports associations of information professionals (journalists, photo-reporters, cartoonists), federations of popular education, to youth actors and actors of scientific and technical culture invested in media and information education actions in the national territory.
- Since 2018, the Ministry has also been development of MIL in libraries and media libraries.
- The implementation of the EMI plan of the Ministry of Culture is based on multiple and regular interdepartmental collaborations: Ministry of Education and Youth, Ministry of Justice, Ministry of Agriculture and Food, Interdepartmental Committee for the Prevention of Delinquency and Radicalization, etc.
