

The development of digital practices raises fundamental questions for the cultural sectors. Very diverse and often participatory, digital uses sometimes mix culture and entertainment, multiply information at the risk of drowning them out, and induce a natural tendency to concentration of actors. These developments raise many challenges about the place of digital in culture and the objectives of a cultural policy in a digital world. Digital technology must put itself at the service of Culture to enable us to reinvent ourselves and innovate, in a balance that guarantees cultural diversity, the protection of creators, and a sensitive encounter with places and works.

Harnessing the full potential of digital tools to produce, make available and promote cultural resources, especially to disadvantaged audiences, is at the heart of the State’s concerns. This includes a close link between national and territorial strategies, in order to develop networks of structured actors and ensure coherence between initiatives. The challenge is also to support the public in the proper use of digital and the deciphering of information disseminated massively on the internet and social networks, and to contribute to the fight against illectronism.
The space of freedom that digital technology creates is a tremendous potential for progress, cultural diffusion and growth. The ministry promotes the structuring of an ecosystem to support creation in a digital environment, and supports innovation and research carried out by cultural actors.
Digital technology is a great opportunity for knowledge dissemination and access to culture. It is necessary to continue and develop digitization programmes that integrate technological developments, but also accessibility and ecological transition. The Ministry is part of a broad state dynamic for the openness and reuse of data. It thus creates the conditions for the circulation, dissemination and enhancement of cultural content while respecting the protection of personal data and intellectual property rights. A strong challenge is also to promote the identification of cultural content, ensure the diversity of representation of works and the diversification of audiences. This helps to structure and implement a policy of “discoverability” of cultural content.
