Resources and mechanisms for the cohesion and attractiveness of territories
From the Culture pass, which promotes access to cultural activities for young people between 15 and 18, to the Fanfare Plan, which brings together people of all ages and backgrounds around common musical projects, A large number of measures of the Ministry of Culture contribute to territorial policy.
—Specific funds
Cultural summer
Launched in 2020, this national operation aims to support artistic and cultural proposals accessible to all, targeting in particular our fellow citizens who do not go on vacation, young audiences and audiences distant from the cultural offer. In 2022, more than 2,300 projects were implemented, mobilizing more than 35,000 artists and cultural professionals to benefit 1.5 million beneficiaries.
Fanfare Plan
Initiated in 2021 with the Ministry of Territorial Cohesion and Community Relations, the plan for brass bands and harmonies aims to promote an artistic and cultural practice that brings together people of all ages and backgrounds around common musical projects. Since its inception, the Fanfare plan has supported 934 projects, more than half of which are in rural areas.
Heritage Incentive Fund
This fund is primarily intended for municipalities with less than 2,000 inhabitants (maximum 10,000 inhabitants in France and Corsica and 20,000 inhabitants in the overseas territories) which have historical monuments and cannot ensure their maintenance and restoration alone. It is based on an incentive mechanism, targeted and partnership, which allows to finance an increased intervention of the Ministry of Culture, subject to a participation of the region of 15 % minimum.
Territorial Innovation Fund
Launched in 2022, this fund is intended to support innovative projects committed to the participation of residents. Each project involves at least one local authority. The local initiatives supported make it possible to create new links on the territory and to offer spaces of expression to a cultural life extended to a great diversity of subjects and policies (health, social, environment, etc.), as through third-places.
Cultural Olympiad
The Cultural Olympiad, multidisciplinary artistic and cultural programming, whose Organising Committee of the Paris 2024 Games has set the main orientations, is one of the opportunities for communities to engage in the celebration of the games and explore the links between art and sport.
—Resources and key mechanisms for the territories
culture pass
The Culture pass is a device promoting access to culture in order to strengthen and diversify cultural practices, revealing the cultural richness of the territories. Available to all young people aged 15 to 18 under an individual share, as well as to all students in the sixth to the final class, it is the result of a partnership between the State, the SAS pass Culture – which manages and develops the system – the cultural partners, the school environment and local authorities.
MicroFolies
As an innovative cultural policy tool, the Micro-Fund programme is being implemented throughout the country. The heart of the Micro-Folie is a digital museum composed of works by major public cultural institutions and local and international institutions. A place of life and culture, accessible to all, the Micro-Folie is simple to install and adapts to the needs of each territory. The public establishment of the park and the Grande Halle de la Villette (EPPGHV) coordinates this program led by the Ministry of Culture and accompanies each community in the development of its own Micro-Folie, in connection with the DRAC/ DAC and prefectures.
Mobile Language Laboratory
Écouter-Parler is a «Mobile Laboratory» that travels across France to discover spoken French and the languages of France and to allow everyone to contribute to the Sound Portrait of France. This innovative, participatory and interactive system makes it possible to collect sound recordings and consult existing collections on the rich linguistic heritage of our country.
Image education for all
My class at the cinema brings together four mechanisms managed by the Centre national du cinéma et de l'image animée (CNC) (from kindergarten to high school students and apprentices) to facilitate access to film culture for the greatest number of students in a desire for equality between all territories. Outside school time, the device Image smugglers allows workshops to be organized to explain how a narrative is built in images and projections to make discover the cinematographic works to the greatest number. Since 2021, the CNC has also set up the challenge Write your series! which allows each year for 15-18 year-olds, as well as middle school students in grades 4 and 3 to collectively write a series project.
The Atlas of Culture
The Atlas of Culture is a website designed to understand the offer and cultural activities present in a given territory from a cartographic tool and profiles of each of the French regions. It is a knowledge tool for territorial diagnostics.
Object collectives
In France, 3 municipalities out of 4 contain objects classified or listed as historical monuments. Through Collectif Objets, the Ministry of Culture launches a participatory census operation to accompany the municipalities housing objects in the protection and enhancement of this heritage. To fight against theft and damage of historical monuments in your municipality, your role as a local elected official is essential.
On the occasion of the Paris 2024 Olympic and Paralympic Games
Culture and sport
The Ministry of Culture, through its decentralized services, is committed in partnership with local authorities in the Cultural Olympiad, a multidisciplinary artistic and cultural programme, the main orientations of which have been set by the Organising Committee of the Paris 2024 Games.
Several operators of the Ministry of Culture are mobilized to make this programming live in the territories, like the CNC with the provision of olympic film concerts for communities or the Centre des monuments nationaux, which is associated with the Olympic Torch Relay Route in the territories.
Finally, the ministry is leading a Great Collection of Sports Archives with federations, clubs, athletes, amateurs and supporters. Once the documents are collected, their valorization in the network of national, departmental and municipal archives may for example take the form of exhibitions,
study days, publications, workshops or teaching material.
