Convinced of its role and the importance of culture as a lever for cohesion, sustainable development, development and attractiveness of territories, the Ministry develops a cultural policy in close partnership with local authorities.
A ministry rooted in the territories
The Ministry of Culture protects and values heritage, supports creation, promotes cultural diversity and promotes access to art and culture for all. It deploys a national cultural policy and intervenes in the territories in particular through Regional Directorate of Cultural Affairs (DRAC), Directorate of Cultural Affairs (DAC) in the overseas territories and its operators.
Alongside local authorities, cultural structures, artists, associations and its interdepartmental partners, the Ministry pays particular attention to the priority neighbourhoods of the city’s policy, rural and ultramarine territories.

The Regional Directorates of Cultural Affairs (DRAC) support all the communities that wish to implement their cultural project. They will be able to inform you about all existing devices (contract territory reading, label «City and country of art and history», etc.) and our support modalities.

Resources and mechanisms for cohesion and attractiveness of territories
From the Culture pass, which promotes access to cultural activities for young people between 15 and 18, to the Fanfare Plan, which brings together people of all ages and backgrounds around common musical projects, A large number of measures of the Ministry of Culture contribute to territorial policy.
Labels at the service of cultural diversity
The Ministry of Culture created or was at the initiative of the creation of many labels and appellations in order to enhance cultural and heritage diversity throughout the territory.
A transversal policy for access to cultural life for all
At its headquarters level, the general delegation to transmission, territories and cultural democracy (DG2TDC) Its mission is to ensure the participation and access of all inhabitants and territories to cultural life, while respecting cultural rights. Its cross-cutting action aims to reduce inequalities in access to cultural offerings, strengthen social cohesion and develop the attractiveness of territories. The DG2TDC conducts this work in conjunction with the Ministry’s sectoral Directorates-General, the DRAC/DAC and in permanent dialogue with elected associations and federations.
