Schemes for the cohesion and attractiveness of territories
From the Culture pass, which promotes access to cultural activities for young people between the ages of 15 and 18, to the Plan Fanfare, which brings together people of all ages and backgrounds around common musical projects, A large number of Ministry of Culture schemes contribute to territorial policy.

This scheme promotes access to cultural activities for young people between the ages of 15 and 18.
Micro-Funds
This device consists of integrating a digital museum at the heart of an existing equipment and can be supplemented by other modules such as a Fab-lab, virtual reality stations, or a stage space.
Artistic creation in the public space
The Ministry of Culture accompanies and supports artistic commissions projects throughout the territory, in partnership with local authorities. These achievements give access to contemporary creation to a very large audience and contribute to building together our common space.
Territorial Innovation Fund
Launched in 2022, this fund supports innovative projects, introduced in their territories and engaged in a dynamic of citizen participation. For example, they may be cultural third-parties.
Cultural summer
Launched in 2020, this national operation aims to support artistic and cultural proposals accessible to all, targeting in particular our fellow citizens who do not go on vacation, young audiences and audiences away from the cultural offer.
Plan Fanfare
Initiated in 2021 with the Ministry of Territorial Cohesion and Community Relations, this plan promotes an artistic and cultural practice that brings together people of all ages and backgrounds around common musical projects.
Heritage Incentive Fund
This fund is mainly intended for municipalities with fewer than 2,000 inhabitants (maximum 10,000 inhabitants in France and 20,000 inhabitants in the French overseas territories) which have historic monuments and which cannot ensure their maintenance and restoration alone. It is based on an incentive, targeted and partnership mechanism, which makes it possible to fund increased intervention by the Ministry of Culture, subject to a minimum participation of 15% by the region.
Support for municipal archives services
In close liaison with the DRAC and DAC, support can be provided for the construction and renovation of municipal archives buildings as well as for digital archiving projects, particularly in a shared framework.
State support for territorial libraries
The special assistance to libraries within the general decentralisation grant is the main mechanism for local authorities managing municipal, inter-municipal or departmental libraries. The State also offers other targeted facilities for communal or intercommunal libraries. A brochure produced by the Ministry of Culture and the National Federation of Local and Regional Authorities for Culture (FNCC) details all state aid.
Mobile Language Laboratory
Ecouter-Parler is a «Mobile Laboratory» that travels across France to discover spoken French and the languages of France and to allow everyone to contribute to the Portrait sonore de la France. This innovative, participatory and interactive device allows to collect sound recordings and to consult existing collections on the rich linguistic heritage of our country.
The Atlas of Culture
The Atlas of Culture is a website intended to understand the cultural offer and activities present in a given territory based on a cartographic tool and portraits of each of the French regions. It is a knowledge tool in the service of territorial diagnostics that also allows to visualize the expenditures devoted to culture.
Image education for all
My image class includes four devices piloted by the Centre national du cinéma et de l'image animée (CNC) (from kindergarten to high school students and apprentices) that facilitate the access of the greatest number of students to film culture and writing in a desire for equality between all territories. Outside of school time, the Passeurs d'images device allows to organize workshops to make understand how a story is constructed in images and projections to make discover to the greatest number the cinematographic works.

Cultural Olympiad
The Cultural Olympiad, a multidisciplinary artistic and cultural programme of which the Organizing Committee of the 2024 Paris Games has set the main orientations, is one of the opportunities for communities to engage in the celebration of the Games. The Ministry of Culture, through its regional services, is fully involved in the programming of the Cultural Olympiad, in partnership with the communities.
The Great Collection of Sports Archives
The ministry hosts a “Grand Collection” of sports-related documents from federations, clubs, athletes, fans and fans. Once classified, their promotion in the network of national, departmental and municipal archives can take several forms: exhibitions (temporary, itinerant, virtual), study days, workshops and pedagogical files, arts and cultural education activities, multimedia products...
Olympic film concert
The CNC proposes to put at the disposal of communities that wish it a cinema-concert around a restored silent film: The Great Passion of André Hugon (1928) around rugby (sets by Christian Jacques) or The Roman Carpentier (1913) biopic by Georges Carpentier who follows him from the mine to the glory of the rings. These films will be accompanied by original electronic music specially commissioned by the CNC.
