
Convinced of its role and the importance of Culture as a lever for cohesion, sustainable development, development and attractiveness of territories, the Ministry develops a cultural policy in close partnership with local authorities.
A department anchored in the territories
The Ministry of Culture develops a cultural policy throughout the territory, in close contact with local authorities and its partners. It intervenes notably through the action of the Regional Cultural Affairs Directorates (DRAC), Cultural Affairs Directorates (DAC) in the overseas territories and that of its operators. It pursues a proactive policy of irrigation of the territories, paying particular attention to the priority neighbourhoods of the city’s policy, to the rural and ultramarine territories, with particular reference to local authorities, cultural structures, artists, associations and its interdepartmental partners.
A cross-cutting policy for access to cultural life for all
In 2021, the department created the General Delegation for Transmission, Territories and Cultural Democracy (DG2TDC). Its mission is to guarantee the participation and access of all inhabitants and territories to cultural life, with respect for cultural rights. Its cross-cutting action aims to reduce inequalities of access to the cultural offer, to contribute to social cohesion and to develop the attractiveness of the territories, in connection with the sectoral directorates-general of the ministry and in dialogue with the communities.
Bodies and contracts closest to the territories
Des national and local consultation bodies enable a strengthened dialogue between local and regional authorities and the State, and territorial contractualisation is one of the major tools at the service of cultural development as a factor of cohesion and attractiveness of territories.
Support mechanisms for the cohesion and attractiveness of territories
From the Culture pass, which promotes access to cultural activities for young people between the ages of 15 and 18, to the Plan Fanfare, which brings together people of all ages and backgrounds around common musical projects, A large number of Ministry of Culture schemes contribute to territorial policy.
Labels at the service of cultural diversity
The Ministry of Culture has created or has been at the initiative of the creation of many labels and designations in order to value cultural and heritage diversity throughout the territory.

The Regional Cultural Affairs Directorates (DRAC) assist all communities who wish to do so in the implementation of their cultural project. They will be able to provide you with information on all existing mechanisms (contract territory reading, label «City and country of art and history», etc.) and our support methods.
