8.VI – Consideration of the medico-social sector
6.1 The extension of the Culture/Health Convention to the medico-social sector: assessment of the experiment
In 2011, the ministries in charge of culture and health launched an experiment concerning the extension of the Culture/Health convention to the field of medico-social. This experiment took place in four regions:
- Upper Normandy;
- Lower Normandy;
- Rhône-Alpes;
- Aquitaine.
A working group was formed and met regularly with representatives:
- the DRAC and ARS concerned;
- communities, in particular general councils;
- the actors of the Culture/Health network;
- Ministries of Culture and Communication, Social Affairs and Health.
Several themes were discussed: community involvement, territorial registration of policies, training of stakeholders, sponsorship.
On the basis of this work carried out in each region, a report was submitted in 2013 to the two ministries and to the working group to discuss the different prospects for enlargement, in the light of the experiments, and under the best conditions, from the culture and health programme to the medical and social sector.
As a result of this work and despite a context of budgetary constraints, many regions have mobilized to take into account this new population, with a view to expanding the «Culture Santé» programme to the medico-social sector.
As part of the calls for projects and the expert reports carried out by the DRAC-ARS committees, projects from the medico-social sector have already been selected and supported. They have benefited from the redeployment of the “Culture Santé” envelope dedicated to health, for certain regions, but also from reasoned budgetary efforts, especially from the ARS. This has thus made it possible with relevance to begin gradually and significantly the development of cultural action in the medico-social sector.
In total, in 2013, some 15 regions expanded their “Culture Santé” policy to the medico-social sector. One to nine projects per region were supported for two categories of population: .
- young people with disabilities (IME, ITEP);
- the elderly (EHPAD).
6.2 Regional Engagement
Alsace
In July 2012, the DRAC signed a new three-year agreement with the ARS. 30 projects were supported, supported by 22 medical-social institutions or cultural institutions (museums, regional parks, CDN, conventioned scenes, independent companies, departmental associations of musical and choreographic action, etc.)
Budget allocated: €60,000.
Aquitaine
The agreement signed between the DRAC, the ARS and the Regional Council for the period 2009-2012 integrates disability through call for projects to hospitals, including two psychiatric hospitals in Gironde (C. Perrens and Cadillac). The DRAC co-finances with the Gironde General Council a call for projects «Temps mêlés» for institutions hosting adults with disabilities in partnership with cultural structures (nine twinning projects in 2010/2011 and ten planned in 2013/2014). The actions carried out by the Landes General Council are supported within the framework of the objectives and financing agreement signed with the DRAC.
Lower Normandy
The DRAC participated in the experiment set up by the ministries in charge of health and culture on the opening of the culture-health program to the social medico-social. At the end of the discussion, the DRAC, the Regional Council of Basse-Normandie and the Caisse d'épargne Normandie launched a call for projects of twinning of artistic and cultural education for the audiences of the IME ITEP, following the existing approach in Haute Normandie, except that the SIO did not wish to participate in this process. In 2012, 7 projects were funded for €40,000, including €20,000 allocated by the DRAC. The operation is renewed in 2013.
Burgundy
Since 2001, the DRAC has renewed its signature of a culture-health agreement with the ARS. In 2011, a framework agreement was signed by DRAC, ARS, CHS La Chartreuse and the association Itinéraires Singuliers.
Centre
In 2012, the DRAC and the ARS co-signed a “Convention régionale accessibilité culturelle Région Centre” for a three-year renewable period.

Champagne-Ardenne
In July 2012, DRAC and ARS signed a new convention on the field of hospital culture. The opening of the contract to the disability sector was discussed at a follow-up committee in early 2013.
Guadeloupe
The agreement signed between the DRAC and the ARS includes actions in favour of persons with disabilities. Three associations were accompanied in 2012. The DRAC also supports an action in IME led by the center of residence and creation «l'Archipel Scène Nationale».
Upper Normandy
The DRAC has just renewed its partnership with the ARS within the framework of a regional convention "Culture - Health" which is divided into three mechanisms:
- “Hospital Culture” between RDCA and RSO
- “Culture and the elderly” with general advice
- «Culture - Handicap» with the patrons: Caisse d'Épargne Normandie and Ferrero France, in favour of children with disabilities in medical and educational institutions. The DRAC has allocated €20,000 to these projects. Thanks to all the partners, €80,000 has been allocated to these projects.
An experiment has just been launched in 2012 for adults with disabilities in nursing homes, in partnership with the General Councils. The DRAC has mobilized €20,000 for these projects.
A memorandum of understanding has been signed with the Seine-Maritime General Council. The Eure General Council wishes to formalise this partnership in 2013.
Île-de-France
The DRAC subsidizes several actions carried out in connection with the medico-social sector: «Ensemble Calliopée» is a system of workshops for autistic people with the participation of the nursing home of the Pomponne coudraie; the association «Miss Griff» receives a €4,500 grant for her theatrical and video creation integrating young adults with mental disabilities.
Languedoc-Roussillon
In March 2012, the DRAC signed a culture-disability agreement with the ARS (€100,000 in global appropriations). Calls for projects were launched in July for actions over the period 2013-2014. The DRAC is working for the creation of a regional culture/disability commission with the ARS for 2013. Projects have been launched throughout the region, the actions are taking place in all departments and concern the medical and social institutions as well as cultural structures or facilities. All of these actions are implemented by cultural professionals.
Lorraine
A draft convention and call for proposals was discussed with the ARS Medical and Social Service. The call for projects launched in September 2013 has been targeted at establishments hosting children; a search for partners (sponsors and local authorities) is underway.
Midi-Pyrénées
In 2012, the DRAC signed an agreement integrating medical and social centers. The call for projects for 2013 made it possible to initiate quality projects in these institutions . On the Culture/Santé 2013 envelope, the DRAC supported 13 projects for €29,085.
Rhône-alp es
In 2002, the DRAC signed a culture and hospital agreement with the Regional Agency for Health and the Rhône-Alpes Region, which makes it possible to support a large number of actions, particularly in the field of disability. In 2012, it is estimated that around €250,000 was allocated to hospital facilities in the fields of psychiatry or functional rehabilitation for their cultural projects related to artistic or heritage structures.
