5.Presentation of the Commission Nationale Culture Handicap
To carry out a concerted action in favour of access to culture and artistic practices for people with disabilities, the Ministry of Culture and Communication relies on the National Commission Culture-Handicap.
Created by order on 1er February 2001, this commission constitutes a forum for dialogue and consultation between the Ministry of Culture and Communication, the Ministry responsible for persons with disabilities, the main associations representing persons with disabilities, persons with disabilities themselves and the cultural and artistic community, the public broadcasting company France Télévisions. Eight formal CNCH meetings have been held since 2001.
The National Commission "Culture-Handicap" is chaired by the Minister of Culture and Communication and the Minister in charge of persons with disabilities.
Eight representative associations of persons with disabilities sit on the CNCH. They form the CNCH agreement committee:
UNAPEI (Union Nationale des Associations de Parents et Amis de Personnes Handicapées Mentales);
APAJH (Association for Adults and Youth with Disabilities);
THE APF (Association des Paralysés de France);
The GIHP (Groupement pour l'Insertion des Personnes Handicapées Physiques);
THE UNAFAM (Union of Friends and Families of the Mentally Ill);
THE UNISDA (National Union for the Social Integration of Hearing Impaired);
The CNPSA (National Committee for the Social Advancement of the Blind);
The CLAPEAHA (Liaison and Action Committee of Parents of Children and Adults with Associated Disabilities).
Eucra France also sits on the CNCH.
The participation of these associations in the national commission has made it possible to clarify the needs and to better structure the demands in terms of access of persons with disabilities to artistic and cultural practices.
The association Valentin Haüy and the National Federation of the Deaf of France (FNSF) are invited to the CNCH of 14 January 2014, as signatories of the Memoranda of Understanding 2014/2016 with the Centre des monuments nationaux (CMN).
