Impacts of the provisions of the Accessibility Directive on the e-book sector
La culture est au cœur de la cité. Comme la cité, la culture doit être accessible au plus grand nombre. En prenant en compte les besoins des personnes handicapées, en veillant à favoriser un meilleur accès de l'ensemble des publics à la culture et aux pratiques artistiques, comme aux moyens d'information et de communication, le ministère de la Culture est fidèle à l'une des ses missions premières.
Sa conviction est aussi que les personnes handicapées, par leur rapport au monde et à l'environnement, peuvent apporter un véritable " plus " à la capacité de création dans tous les domaines de l'art et de la culture. En tant qu'acteurs du renouvellement des expressions créatrices, les personnes en situation de handicap sont en position de contribuer à la diversité de l'offre culturelle, et, par-là même, à la vitalité et au rayonnement de la culture française. Pour cette raison, le soutien aux pratiques et à l'enseignement artistiques est tout aussi essentiel.
Le plan d'action, élaboré en concertation avec les associations représentatives des personnes handicapées et les autres ministères concernés, est mis en œuvre à travers un certain nombre d'outils, dont la commission nationale culture-handicap, des conventions nationales interministérielles déclinées en régions, des séminaires de sensibilisations, une collection de guides " culture et handicap " à destination des professionnels de la culture, des journées de rencontres nationales et régionales.
Ce dossier thématique est destiné à apporter une information sur le travail accompli et sur ses perspectives. Il se veut aussi un outil pratique pour les professionnels de la culture et du domaine médico-social.
