The founding mission of the Ministry of Culture to “make the most accessible to the greatest number of the capital works of humanity” has translated into support for the cultural offer, its quality and its diversity and action in favour of the development of the public, especially those who are furthest away from culture.
Culture and Health
Developing access to culture in hospitals
For more than 20 years, the Ministry of Solidarity and Health and the Ministry of Culture have been conducting a commonaccess to culture in hospitals. With an overall budget of €4 million, the "Health Culture" provision finances 600 projects per year. Hospitalized persons, elderly persons, families, health and social professionals… the entire health community is involved, but also all types of cultural facilities, all artistic disciplines, all types of hospitals and all audiences (children, adults, elderly).
Culture and Justice
Register the prison in the City
Access to culture for those placed under the control of justice is a right on the same level as education or health. In partnership with the Department of Justice, the Department of Culture cultural projects in prisons, ensuring their quality and promotion in order to register the prison in the city. This policy also includes training of prison staff to cultural issues and the awareness raising among cultural stakeholders the specificities of the prison environment. Finally, in the field of prison work, it encourages the development of technical activities in the cultural professions.
Culture and solidarity
Promote access to the greatest number of artistic and cultural works and practices
Holders of values essential to democracy, such as freedom of creation and freedom of expression, and fervent defenders of cultural diversity, national solidarity associations also play a role in promoting these values, especially among the younger generations. With them, the Ministry of Culture develops artistic and cultural practice, sharing cultures and the collection of memoirs to strengthen personal and collective identities and to work for citizenship. This policy is carried out by supporting artists and the creation by residences, workshops, and distributing their works to a wide audience.
Living Together Mission
Relaying Culture to audiences unfamiliar with cultural institutions
Since 2004, some 30 cultural institutions have been cooperating to reach audiences far from cultural institutions and thus fight discrimination in the field of culture. To reach vulnerable audiences, the Living Together mission have chosen to work with those who can act as a relay: volunteers, social workers, educators, facilitators, trainers… through the pooling of resources, the members of this network offer free discovery sessions, awareness-raising sessions, training sessions, adapted mediations, preparation and assistance documents and tariff adjustments.

Supporting Culture in Deprived Neighbourhoods
In order to reintegrate deprived areas into urban dynamics, the Ministry of Culture conducts cultural development activities in the field of city policy. The goal is to: support arts education and cultural mediation projects for people who, because of their social position and their place of life, find it difficult to access cultural goods and services to help them positively represent their living environment and integrate into a common world.
