As part of the «France Relance» plan and the Future Investment Program, the Government is launching a cultural and creative industries acceleration strategy.
The Government aims to support the cultural and creative industries sector, which includes audiovisual, cinema, performing arts in all its disciplines, music in all its components, museums and heritage, visual arts, design, architecture, crafts, video games, books, and the press. The related sectors of communication, fashion and luxury, will also be able, for the creative part of their activity, to benefit from the tools of this strategy.

Qu'est-ce que le 4ème Programme d’investissements d’avenir (PIA4) ?
The 4th investment program of the future (PIA 4) is a major investment tool with 20 billion euros over 5 years (2021-2025), entirely dedicated to support innovation, research and higher education. It aims to provide France with essential strategic assets, in order to ensure the maintenance of its independence, competitiveness and therefore its jobs, and to continue the ecological transition effort.
It is divided into two parts:
- €7.5 billion to give more visibility to research and innovation actors in the long term (structural component) ;
- 12.5 billion euros are dedicated to the construction of acceleration strategies targeted on priority sectors (directed component) mobilizing all the levers: funding, standards, regulations, research, training, etc. The PIA allows innovations to emerge, mature, prove their effectiveness and test their market.
In this context, 400 M€ are dedicated specifically to the strategy to accelerate the cultural and creative industries sector.

The cultural and creative industries are currently facing considerable challenges related to the digital transition, which the health crisis has accentuated: the transformation of uses, the emergence of new international players, increased competition, the disruption of the modes of creation, production and dissemination of cultural content… These issues, if not identical in all sectors, reflect common problems and invite joint actions in a context of major disruptions of the economic environment.
The culmination of an initiative initiated by the President of the Republic in spring 2019, this acceleration strategy is the result of intense consultation with stakeholders in the sector, interested administrations and more than 700 people who contributed to the ICC General Assembly (November 2019 - March 2020) and online consultations.
- The measures of theaxis 1 allow to strengthen the strength and competitiveness of the sector’s enterprises ;
- The measures of theaxis 2 contribute to raise France to the forefront of the new digital economy in cultural matters ;
- The measures of theaxis 3 come strengthen the position of French CCIs internationally ;
- The measures of theaxis 4 allow tofully integrate CCIs into the dynamics of territorial transformation ;
- The measures of theaxis 5 contribute to make the sector a reference sector for social and ecological responsibility.
The strategy incorporates several types of public support schemes, including :
- calls for projects;
- calls for expressions of interest (with possible project engineering support);
- innovation competition;
- equity loan fund.
The vast majority of devices are addressed in principle all sectors of the CCI stream, although some sectoral themes may be specifically targeted. PIA funding is primarily targeted at companies of all sizes, but the public cultural institutions (provided that any form of degudgetization is avoided), and associations (sufficiently structured) may also apply, with or without partners.
Projects must include a strong innovation dimension (whether technological, customary, organisational or economic model) or experimental (sustainable development).
The finance strategy of the projects in the seed phase, with a view to profitability or sustainability, and the constitution of assets (tangible or intangible).
A public or private co-financing is systematically sought. Finally, support is essentially provided in the form of subsidies.
Examples of actions implemented as of 2021:
Strengthening of the IFCIC FPINNOV to 25 M€ in order to support in participatory loans the companies of the CCIs on innovative projects
To ensure better access to financing for innovative companies in the sector, IFCIC created in December 2019 the Cultural and Creative Industries Innovation Loan Fund (FPINNOV).
To meet the growing demands that the fund should experience and continue this support process for innovative companies in the sector over the next 5 years, its intervention capacities are now strengthened thanks to an additional contribution of up to €25m from the PIA 4.
Green Alternatives call for projects
The call for projects supports concrete projects that highlight in an innovative way, in all economic segments of the CCI value chain (creation, production, dissemination, end of life), an approach fully in line with the circular economy continuum, from ecodesign principles to end-of-life management strategies.
Calls for projects “Digitization of heritage and architecture” and “Enhanced Performing Arts Experience”
The call for projects aims to support the digital transition of CCIs by encouraging the deployment of new cultural and artistic offerings based on disruptive innovations.
Among the sectoral variations that will compose the different waves of this call for projects, the first two themes selected are the enhanced experience of live performance (transposition of audiovisual techniques of capture, diffusion, conservation, etc.) in all its components (theatre, dance, music, etc.) and the digitization of heritage and architecture (digitization of heritage works for preservation purposes but also the proposal of innovative cultural offerings for a wider audience).
Support for the development of technological bricks through the innovation competition i-Nov
A theme operated by Bpifrance is dedicated to CCIs as part of the “Innovation Competition - i-Nov to finance projects that exploit the potential of technologies that will help the sector. Candidates must present disruptive solutions close to the market and innovative in technology (especially in the fields of immersive technologies (virtual reality/ augmented reality), big data, artificial intelligence or blockchain).
Development of shared ticketing solutions
Ticketing is a strategic brick in terms of data ownership and the growing margins at stake. A call for expressions of interest (AMI) is launched to support open, integrated and effective ticketing solutions to ensure that cultural actors have access to the data they generate through their activity, to promote the coexistence of different types of ticketing and, finally, to offer services contributing to the optimization of marketing.

Competition for innovative works
In order to encourage the creation of innovative works by promoting synergies between artists, researchers and companies, a national competition will be launched.
It is aimed at creators from all CCI disciplines wishing to benefit from the support of researchers and develop artistic innovations that can find industrial outlets.
Launch of new business accelerators and an export support program
Like those already successfully created in cinema and audiovisual, fashion and luxury, and video games, four new accelerators of sectoral companies and an export support program will be launched in a sequential manner over the duration of the PIA.
International Immersion Programs
Specific programmes will enable innovative and high-potential companies to spend four to eight weeks immersed in cutting-edge markets in certain sectors, putting them in direct contact with the local ecosystem (experts, researchers, start-ups)and with potential business partners.
The strategy is endowed with €400 million in PIA credits (including €350 million in grants and €50 million in equity). These sums are intended to support innovative and co-financed projects with the potential to lead to a transformation of the sector as a whole or, at least, of several of the sectors that make up it.
In accordance with the general objectives assigned to AIP 4, leverage will be systematically sought : Partners and beneficiaries will be involved in the financing of the measures, and may also request European and Recovery Plan funding.
Finally, the PIA envelope will be added, without being intended to replace it, to the budgetary appropriations of common law of the Ministry.
