Safeguard Plans, Safety and Security
Risk prevention is an integral part of cultural property conservation policy. Recent history shows that heritage is not immune to theft and malicious acts or fires and floods. The development of the building maintenance policy and the safety and security policy are priorities for the Ministry of Culture and Communication in relation to all the owners concerned. The actions are numerous and involve both central services and decentralized services. All these actions are carried out in cooperation with the services concerned (police, gendarmerie, customs, justice, fire and emergency departments) and in particular, as regards matters relating to the fight against illicit trafficking in cultural property, in conjunction with the Central Office for Combating Illicit Trafficking in Cultural Property (OCBC, Ministry of the Interior-Central Directorate of Judicial Police).

Since the 1990s, the Ministry of Culture and Communication has benefited from the provision by the Ministry of the Interior and the Ministry of Defence of police officers and firefighters assigned to the Directorate-General for Heritage (Department of Project Management, Safety and Security).
