Léonard Varthaliti (1881-1966), born in Constantinople, was a pupil of Léon Gurek at the Royal School of Fine Arts in Rome. He began his career in Constantinople, then took part in drawing up the new town planning plans. Settled in France; collaborator of the architect Kevork Arsenian: followed by the construction of the Mecatti palace in Nice. Built the Pins Parasols and the Escurial in Nice, his major work; the Grand Palais in Golfe-Juan, the Golden Palace in Juan-les-Pins, villa Goelle in St-Jean-Cap-Ferrat (?).
The building is located on the seafront, opposite the marina. It is one of the first residences designed directly for co-ownership of leisure.
The building, rectangular in plan with cut corners, is built of reinforced concrete and has eight levels on the ground floor. It is separated from the coastal road by a garden with two bungalows. The garages are located at the back and separated from the building by a "car yard". Particular attention was paid to the composition of the façade on the sea, divided vertically by a huge glass roof decorated with ironwork worked in an Art Deco style. The division of the façade is accentuated by a small crenellated gable wall. On the sea side, to break the monotony linked to the repetition of openings, the facade has been embellished with slight advances, which allow to create terraces in loggia. On each floor, the holes are different: arcades on the lower floors, horizontal bands created by the foreparts of the balconies on the upper floors. Hollow brick claustras and glass tiles complete the overall decoration. The attic is pierced by small openings without loggia that extend on the sides of the building.
Inside, each floor has eight apartments, from studio to type 2, which are accessed through a large hall on the ground floor and by stairs or elevators for the floors. A floor of studios was also created from the beginning above the garages. From the beginning, all apartments are equipped with a bathroom, a kitchen, and central heating.
