Cultural covenants and cultural and artistic dislocation conventions
"For freedom of expression and artistic creation, for equality and brotherhood of all cultures"
Culture is a common good of the Nation.
More than a competence, Culture is a shared responsibility between the State and local authorities.
The cultural policies of the State and the local authorities indeed express a common vision of the general interest; they presuppose adherence to a base of values inseparable from the republican project, and they translate into:
- The organization of conditions favourable to artistic creation, its dissemination and renewal; this implies respect for freedom of creation and freedom of programming;
- The development of quality cultural training, particularly in the context of arts and cultural education;
- The preservation and enhancement of our heritage, to guarantee, today, its accessibility to the greatest number and, tomorrow, its transmission to future generations;
- A recognition of everyone’s right to develop the cultural practice of their choice.
Cultural covenants are signed with communities for three years. They guarantee the stability of means and encourage the development of common cultural policies.
