The Pays-de-la-Loire Regional Directorate for Cultural Affairs (DRAC)
The Pays-de-la-Loire Regional Directorate for Cultural Affairs (DRAC) is a decentralised service under the Ministry of Culture. It is placed under the authority of the regional prefect and, for the missions under their competence, under the functional authority of the department prefects.
The Regional Directorate for Cultural Affairs is responsible for managing the State’s cultural policy in the region and its constituent departments, particularly in the following areas:
- the knowledge, protection, conservation and enhancement of the heritage;
- of the promotion of thearchitecture ;
- of support to the creation and to the artistic diffusion in all their components;
- of the development of the book and of the reading ;
- of thearts and cultural education and of the knowledge transfer ;
- of the promotion of the cultural diversity and of theEnlargement of the public ;
- the development of the culture economy and cultural industries ;
- of the promotion of the french language and languages of France.
It ensures the application of the regulations and implements scientific and technical control in the above-mentioned fields in liaison with the other competent departments of the Ministry of Culture.
It participates in regional planning, sustainable development and social cohesion policies and the evaluation of public policies. It contributes to the dissemination of public data on culture in the region and the departments that compose it.
It contributes to scientific research in subjects within its competence.
It ensures the conduct of the actions of the State, develops cooperation with local authorities to whom it can provide, as necessary, its technical support.
In each region, the regional directorate of cultural affairs includes a headquarters and territorial units: the Departmental Units of Architecture and Heritage (UDAP).
The Regional Directorate for Cultural Affairs of the Pays-de-la-Loire under the responsibility of the Regional Director, Marc Le Bourhis, assisted by a Deputy Director, René Phalippou and a Secretary General, Janique Morinière, is hereby constituted, for the entire regional territory, the following structures:
- Management;
- The General Secretariat;
- The service of artistic creation, business services (music & dance; theatre and associated arts; visual arts; performing arts entrepreneur licence)
- The service of cultural and territorial action, grouping business services (books & reading; cinema, audiovisual and multimedia; media)
- The pole "heritage, architecture and protected areas", grouping business services (archaeology; historical monuments; museums; the service "landscape, architecture and sustainable development")
- DUPs: five, the departmental units of architecture and heritage (UDAP) constitute the territorial units of the DRAC in each of the departments of the Pays-de-la-Loire region: Loire-Atlantique (44), Maine-et-Loire (49), Mayenne (53), Sarthe (72) and Vendée (85). Beyond the implementation of policies in favor of architecture and heritage, the UDAP are invested with a territorial monitoring mission on the territory of the department.
