Lhe territories-reading contracts (CTL)
With the establishment of territory-reading contracts (CTL) in 2010, the DRAC developed a policy of contractualisation with local authorities and public institutions of territorial cooperation to promote a structuring of public reading networks and the development of partnership actions between actors cultural, educational, social and economic aspects of books and reading in the same territory.
The State has signed CTL with departmental councils (Sarthe, Vendée, Maine and Loire) and with communities of communes (C.C. de Sablé sur Sarthe, Pouzauges Country, Land born from the sea, Montaigu Lands, etc.).
Education artistic and cultural and public mediation
Operations aimed at broaden or strengthen reading practices are among the priorities of the Ministry of Culture. Beyond the actions carried out by public libraries, local projects are necessary to reach a part of the population, territorially remote from the cultural offer, the practice of writing, or to prevent illiteracy. Arts and cultural education and the fight against illiteracy are two pillars of intervention in this sector.
The actions supported are generally the result of partnership projects conducted with local authorities, other State departments (Health, Justice, National Education, Youth and Sports, etc. ), groups of works councils (CEZAM, Centre for Popular Culture) and associations working in this field.
At national level, Leave in book, The main aim of the book festival for young people during the second half of July is to promote books and reading among young people. Transmitting the pleasure of reading is at the heart of the ambitions of this national, popular and festive event.
Since 2016 has been implemented in January a Reading night aimed at bring in In libraries and bookstores, new audiences are attracted by the “off-beat” side of this operation.
Launched in 2009, theoperation Front Pages initiated by the Ministry of Culture, aims to raise awareness among families, especially the most fragile and the most distant from the book, to theThe importance of reading from an early age.
