The book and reading at the Drac Occitanie
The Drac Department at the regional level declines the orientations of the Ministry (General Directorate of Media and Cultural Industries, Book and Reading Department) working in particular in favour of all book professions, for the development of reading and for the valorisation of written heritage.

The Book Service and Reading
In this capacity, he performs regalian, scientific and technical functions. It provides advice and expertise as well as direct or indirect support to authors, publishers, booksellers, librarians, communities and associations. It participates, with the same interprofessional concern, in the definition of the objectives of the regional structures for the book and supports them in their actions of cooperation.
It acts in consultation with regional administrations and organizations interested in the development of reading for their own audiences (National Education, Youth and Sports, Justice, etc.) as well as with the structures responsible for the professionalization of book stakeholders (universities, CNFPT).
It contributes to regional planning by promoting the emergence and networking of public reading equipment.

Support for books and reading in Occitania
The Drac Occitanie supports the various actors of the book chain, both through the dialogue it maintains with them, by the information and advice it can make available to them. This action may in particular give rise to the issue by the Drac of certificates of competence to book and reading professionals (authors, mediators, publishers, booksellers, etc.) who wish to intervene in an institution or school time.
The action of the governed structureonale pour le livre
The regional structure for the book Occitanie Livre & Lecture is the fruit of the concerted policy of the book and reading between the State and the Occitanie Region. It makes it possible to carry a comprehensive policy on the regional territory, covering the entire chain of books: authors, publishers, bookstores, public reading, written heritage, literary life and the development of reading. It thus contributes both to the regional development of the book sector and to its rapprochement and integration into the national framework. It makes it possible to multiply the intervention of the State in the sector, to energize the actors by producing ripple effects in each profession of the book chain and in favor of the interprofession, the cohesion and the development of the sector. This structure lists and makes known the actors of the book and the reading of the region. It produces studies on the situation of professions and their issues. Although it does not award grants, it is nevertheless a place of resources, information, training and advice for professions collectively and for actors individually. It facilitates and promotes the initiatives of professionals.It initiates a dialogue between the different professions of the book chain, especially on digital.
The subsidies of the Drac in the domain of the livre and reading
The Drac awards grants annually, broken down according to the priorities set by the Ministry, the allocated budget and the number and amounts of applications. These grant allocations are coordinated and cannot be combined with CNL interventions.
- Authors cannot be helped directly, but the Drac can support each year hosting structures of creative residences (associations, local authorities...).
- The Drac does not grant assistance to publications, but can support publishers installed in the region in their projects of development of their structure: creation of a collection, computer equipment, development of dissemination...
- The bookshops of the region can also be helped in their projects: setting up a cultural program, computerization, small works and fittings (showcase, furniture...). The Drac participates in the commitment committees organized under the sector contracts signed with the CNL and the Region, without delegation of appropriations.
- The development of public libraries, whether municipal, inter-municipal or departmental (construction and works, furniture and IT equipment, digital services...) is supported mainly through the special assistance of the General Decentralization Allocation (DGD)* of which the DRAC appraises each year for the Prefect of the region the credits of the first fraction.
- The Drac can help a community to set up a territory-reading contract (CTL) to structure a public reading network, support the coordination and training of volunteers, set up a literary animation policy at the level of an intercommunality or a department.
- Finally, for literary events (fairs, festivals, etc.), their support is provided by the National Book Centre (CNL) on selective criteria (radiation, unserved territories). In addition, local and regional authorities, in particular departments and inter-municipalities, are invited to use assistance for literary events to build a book and reading policy, in particular through territory-reading contracts (CTL).
