The cinema activity is governed by the Code of cinema
The Cinema code, is divided into five parts:
- administrative organization,
- occupations and activities,
- financing and taxation of cinema and other arts and motion picture industries,
- controls and sanctions,
- certain provisions relating to overseas territories.

Make a request for an Art and Essay Classification of your cinema.

Build equipment with more than 300 seats or make additions to existing equipment.
Your project must be authorized by the Commission départementale d'aménagement commercial statuant en matière cinématographique | CDAC. Take the office of the CDAC secretariat in the Prefecture of the department of implementation which will tell you the steps to follow and the documents to provide to deposit your file.
The Panel considers the following two criteria:
The potential effect on cinematographic diversity offered to spectators in the relevant cinematographic influence zone, assessed using the following indicators:
- The proposed programming for the establishment of cinematographic performances that are the subject of the application for authorization and, where applicable, compliance with any programming commitments made,
- The nature and cultural diversity of the film offer offered in the area concerned, taking into account the cinema attendance,
- The situation of access of cinematographic works to cinemas and cinemas to cinematographic works for existing film performance establishments.
The effect of the project on the cultural development of the territory, the protection of the environment and the quality of urban planning, assessed using the following indicators:
- The geographical location of film performance establishments in the area of cinematographic influence and the quality of their equipment,
- The preservation of a cultural animation and the respect of the balance of the agglomerations,
- The environmental quality appreciated taking into account the different modes of public transport, the quality of road service, parking,
- The insertion of the project in its environment,
- The location of the project.
Apply for authorization to operate cinematographic equipment and its certification.
Mandatory procedures.
- Go to the heading "Authorization to practice and accreditation of rooms" of the CNC site,
- Download, complete and return authorization and approval forms.
Request a ticket transfer from your approved venue to another location temporarily.
Because of work for example.
- Go to the heading "Authorization to practice and accreditation of rooms" of the CNC site,
- Download, complete and return the DEF Specified or Indeterminate Displacement Declaration forms.
Expand your itinerant circuit.
A formal request must be made to the NCC who will forward it to the Drac for review.
Do an outdoor cinema session.
All screenings must be authorized by the CNC, whether free or for a fee, for any film broadcast of more than 59 minutes. The deadline for the broadcast of feature films is one year from the date of obtaining the visa (visa date available in the heading "Visa and classification"). No derogation from the time limit may be issued.
The specific authorisation shall be issued taking into account the following criteria:
- the place and number of meetings envisaged,
- the social and cultural interest of the screenings,
- the local situation of film exploitation.
Since 2011, the application for authorization is made online on the NCC site in the “my space” tab. The Drac will review your request and issue a notice to the NCC who will respond.
Create a movie club or organize a few sessions during the year in an exceptional way.
Go to the section Non-commercial dissemination of the CNC website.
Apply for financial assistance from the CNC for the construction or development of film equipment.
Check the status of your automatic support with your NCC Account Manager and complete the downloadable documents :

- Dominique Dupuy (Ariège, Aude, Gard, Haute-Garonne, Gers, Hérault, Lozère, Hautes-Pyrénées, Pyrénées-Atlantiques).
Apply for production or production assistance for a cinematographic or audiovisual work.
For the State, go to Aid and financing of the CNC site.
In Occitania, you can address the Regional Council that manages the regional production support fund, financed by the CNC’s credits under the film and audiovisual development agreement.
