The signing of the tripartite agreement on the steering of arts and cultural education in Midi-Pyrénées will take place on Monday, March 2, 2015 at 2:30 pm in the prefecture, in the presence of Pascal Mailhos, Prefect of the Midi-Pyrénées region, Prefect of Haute-PyrénéesGaronne, Laurent Roturier, Regional Director of Cultural Affairs, Hélène Bernard, Rector of the Academy of Toulouse, Chancellor of Universities and Marc Laborde, Academic Director of Canopé Academy of Toulouse.

Arts and Cultural Education (EAC)

The Law of Recasting the School of the Republic has placed arts and cultural education at the heart of the school’s missions, around three pillars: the development of a personal culture, artistic practice and direct encounter with artists and works: 'Arts and cultural education contributes to the development of individual skills and equal access to culture. It promotes knowledge of cultural heritage and contemporary creation and contributes to the development of creativity and artistic practices".

As the main lever of cultural democratization, it also plays an essential role in promoting the diversity of cultures and artistic forms and participates in the cultural planning of the territory.

A joint roadmap

This convention is a continuation of the communication made on 11 February in the Council of Ministers by Najat Vallaud-Belkacem, Minister of National Education, Higher Education and Research, and Fleur Pellerin, Minister of Culture and Communication.

It provides a general framework for the joint action of the Academy of Toulouse, the Drac Midi-Pyrénées and the Canopé Academy of Toulouse. The signatories undertake to involve all professionals in culture and education. They will also invite local authorities to become partners in this scheme. The target audience includes the entire school community: students, teachers, support staff.

The objectives

This triennial agreement sets out shared priority objectives: "to reinforce the coherence and convergence of actions, to ensure a better match between the cultural offer and the needs of schools and schools at the academy level, offer joint training and encourage partnerships and the mobilization of cultural structures in the territory".

These objectives will be broken down into the following themes:

  • Pooling of information to jointly define priorities for concerted actions;
  • Development of a territorial policy of arts and cultural education;
  • Enhancing the cultural uses of digital technology.
