UDAP de la Seine-Martitime (76)
Formerly called departmental service of architecture and heritage, the UDAP of the Seine-Maritime participates, within the pole heritage and architecture of the regional direction of cultural affairs of Normandy, to knowledge, protection, the conservation and enhancement of built and natural heritage and protected spaces and the promotion of architecture.
Placed under the hierarchical authority of the regional director of cultural affairs and under the functional authority of the prefect of department, the departmental unit of architecture and heritage of the Seine-Maritime proposes, animates and coordinates the studies relating to the sectors safeguarded, the zones of protection of the architectural, urban and landscaped heritage (under transformation in AVAP) as well as the surroundings of the historical monuments.
The service also ensures the preservation of protected areas and contributes to their development. In collaboration with the other departments of the State, it ensures the application of regulations concerning the environment, urban planning and urban renewal with a view to sustainable quality of natural and urban spaces. In this spirit, the service contributes to the quality of urban and rural development projects and to the promotion of architectural quality.
Finally, the service participates, in collaboration with the Regional Directorate of Environment, Development and Housing (DREAL) in the application of the legislation on registered sites, classified sites and advertising (Environment Code).
The service is instructed each year 8500 files of all kinds (building permits, demolition permits, declaration of works, power lines, road infrastructure, advice on work on protected or unprotected heritage, etc...). It manages in particular the surroundings of the 624 protected monuments of the department, 158 classified sites or listed sites, 9 areas of protection of architectural, urban and landscape heritage (ZPPAUP, being transformed into AVAP), the preserved area of Rouen.
The architects of the buildings of France are also curators of the domains belonging to the State and assigned to the Ministry of Culture and Communication: cathedral and the archdiocese of Rouen, castle of Arques-la-Bataille. They are in charge of the maintenance work on these monuments.
In addition, the departmental unit of architecture and heritage of Seine-Maritime offers advice to individuals and local authorities, for works, restorations or development operations, mainly in protected areas, or on buildings of all eras, of heritage interest.
