Help with writing original musical work
Departmental Policy
Aid for the writing of new original musical works is one of the main axes of public policy in favour of support for contemporary creation and composers.
This device of direct assistance to composers for the writing of new original musical works has a triple objective:
- Create more creative projects thus contributing to the emergence of new musical repertoires
- Improving the working conditions of composers
- To encourage production and distribution structures (operas, orchestras, musical ensembles, festivals....) to programme works of music by living composers, thus ensuring the diversity of the offer and the renewal of repertoires.
It gives composers a state recognition of their profession and their work and supports the effort made by the structures of creation, production and dissemination presenting to the public the works supported. In addition, it promotes a balanced distribution over the territory of the assisted projects.
Description of the application and conditions of admissibility
Aid shall be granted for the writing of an original musical work constituting a work of the mind within the meaning of Article L.112-2 of the Intellectual Property Code, for presentation to the public.
Adaptations, transformations or arrangements, within the meaning of Article L. 112-3 of the same code, of existing musical works are not eligible.
Any composer can ask for writing help. There is no age limit, minimum age or nationality requirement, and there is no need for a musical diploma or any recognition.
No information concerning the composer’s style is discriminatory for the admissibility of applications. All musical genres are studied: operas, symphonic works, instrumental and vocal ensembles, small numbers and electroacoustic music; music for musical theatre, dramatic, choreographic or cinematic performances, sound installations, choirs, works of educational interest, amateur practices, traditional music, harmonies, song shows and jazz, etc.
In order to be admissible the application must be accompanied by a broadcasting project, which justifies the written commitments of a production structure and a musical ensemble for the work to be presented at least once in public, including at least once as part of a representation on the national territory.
The first performance of the work must take place at the earliest in the calendar year following the filing of the application.
With a view to the renewal of the beneficiaries, a single composer may receive a maximum of one grant every two years.
Terms of award
The files are reviewed by the Drac music advisors with the support of a committee of experts, allowing an equity of treatment in the selection of files.
Following the opinion of the Committee of Experts, the aid shall be granted by the Prefect of the Drac Region of the place where the dossiers are submitted, taking into account the composer’s technical expertise, the artistic interest of his project and the conditions for the production and dissemination of the work.
The award decision shall be notified to the applicant. The aid is paid after delivery of the partition and verification by the DRAC services of its compliance with the selected project. The delivery of the score must be done at the latest before 31 December the third year following that in which the award decision is notified.
The application file
The application file must be sent to the corresponding DRAC instead of the first circulation of the work to which the application relates. It includes the parts described in the attached form. It must be accompanied by at least one score or sound recording attesting that the applicant is a composer and by a written commitment by any person likely to ensure the distribution of the work for which the application is made, At least once on the national territory.
How to submit your application?
Your file must be posted before December 31 :
Go to the site mesdemarches.culture.gouv.fr and fill out the electronic form directly. You must attach the requested supporting documents to your shipment. Your request will be forwarded to the appropriate DRAC to review your file, that of the corresponding region instead of the first release.
If you encounter technical problems, or if you do not have access to dematerialization, please contact the music advisor of the region where your file is to be filed.
Upon validation of your online application, you will receive an acknowledgement of receipt at the address you entered when creating your account. This email contains all the information related to the follow-up to your approach.
