Missions and organisation

Since 1977, the Ministry of Culture and Communication has been present in each region through the Regional Cultural Affairs Directorates (DRAC). The law of February 6, 1992, organizing the territorial administration of the Republic, made DRAC decentralized services.Since the publication of decree no. 2010-633 of June 8, 2010 on the organization and missions of regional cultural affairs directorates, in each region the Regional Directorate for Cultural Affairs is created by the merger of the Regional Directorate for Cultural Affairs on the one hand and the Departmental Departments for Architecture and Heritage on the other. The Regional Directorate for Cultural Affairs comprises a headquarters and territorial units.

The DRAC is responsible for conducting the State’s cultural policy in the region and departments which comprise it, in particular in the fields of knowledge, conservation and enhancement of heritage, the promotion of architecture, support for artistic creation and dissemination in all their components, the development of books and reading, arts and cultural education and the transmission of knowledge, the promotion of cultural diversity and the expansion of audiences, the development of the economy of culture and cultural industries, the promotion of the French language and the languages of France.

• It participates in spatial planning, sustainable development and social cohesion policies, and in the evaluation of public policies.

• It shall contribute to scientific research in matters within its competence.

• It contributes to the dissemination of public data on culture in the region and its departments.

• It shall ensure the application of the rules and carry out scientific and technical checks in the above areas in liaison with the other competent departments of the Ministry responsible for culture. It ensures the conduct of State actions, develops cooperation with local and regional authorities to whom it can provide, as necessary, technical support.

The Regional Directorate for Cultural Affairs ensures the coherence of the action carried out within its remit by the departments with national competence of the Ministry responsible for culture and the public institutions under that Ministry.

In the field of architecture, the DRAC is responsible for promoting architecture and architectural creation in the Ile-de-France region. She brings her expertise in architecture and urban planning under the City’s policy. Together with the consulting architect, she is the contact for architecture professionals. She advises project leaders and participates in juries. It focuses on developing knowledge and dissemination actions of architectural culture in partnership with the councils for architecture, urban planning and the environment (CAUE), schools of architecture and the house of architecture. With the UDAP, she is responsible for the monitoring of urban planning documents and more particularly Remarkable Heritage Sites (created by the law no. 2016-925 of 7 July 2016 on the freedom of creation, architecture and heritage.
This device aims to protect and highlight the architectural, urban and landscape heritage of our territories. ) It is in charge of monitoring the policy of cities and countries of art and history (VPAH). The Regional Director is represented by the service at the Ordre des architectes en Île-de-France in her role as Government Commissioner.

In the field of preventive archaeology, the DRAC studies, protects, preserves, ensures and ensures the enforcement of legislation and regulations on archaeological excavations and discoveries, on the use of soils and basements and on the protection of archaeological remains. It prepares the programming of planned excavations and annual surveys in accordance with national recommendations and prescribes and controls preventive archaeology operations (diagnostics and excavations) made necessary by the spatial planning operations carried out by various authorized operators.

The Regional Conservation of Historic Monuments (CRMH) ensure the protection, conservation, restoration and enhancement of historic monuments. Under the Heritage Code (under the terms of the Historical Monuments Act of 1913), it investigates protection cases submitted to the Regional Heritage and Sites Commission (CRPS), chaired by the regional prefect. She identifies and studies the movable objects to protect, investigates the files of the departmental commissions of movable objects (CDOM), in liaison with the curators Antiquities and Objects of Art. In the field of restoration, it draws up technical, legal and financial work programmes for classified historic monuments and ensures the conduct and control of these operations in liaison with the chief architects of historic monuments, the architects of French buildings, the curators of historic monuments and the curators of antiquities and art objects.

In the field of museums, the DRAC provides support to museums in France (defined by law no. 2002-5 of 4 January 2002), promotes their development and accompanies them in the actions they lead to the public. Under this new law, it organizes the regional scientific commission responsible for all objects acquired (purchase, donation, bequest) by a museum in France and for restorations.

In the field of contemporary art,  The DRAC intervenes in the field of contemporary art. Its mission is threefold: support for dissemination, support for creation and artistic teaching. It provides the advice and information necessary for creators to facilitate and support their projects, as well as their working conditions and their social and economic integration and allocates individual grants to artists. It appraises applications for grants for the dissemination of contemporary art and promotes cooperation between the various actors in the region in order to support a living network of institutions and events aimed at promoting contemporary creation. It accompanies and supports the operations of public order in partnership with the communities of the region and the procedure of 1% artistic.

In the field of music and dance, The Drac ensures the implementation, monitoring and evaluation of actions that fall under national dance and music policies. The scope of intervention covers all the aesthetic fields of dance, education and training, creation, heritage, dissemination and cultural action.

In the field of drama, the DRAC contributes to the implementation of national guidelines in the perspective of cultural planning of the territory, in the field of drama. It monitors the activity and management of national institutions (drama centres and national stages) and of the scenes agreed for the theatre discipline, located in Île-de-France and supports actions in favour of expanding audiences. As a privileged contact on training issues for professionals, she also advises local and regional authorities, who ask her to provide specialized education.

In the field of cultural economy in charge of books, reading, cinema and animated image, the DRAC follows the entire chain, from the author to the reader.  It promotes the development of public and private structures for the dissemination of books, writing and documentation. It supports operations to promote books and public reading, and literary creation and actions to combat illiteracy.  It allocates grants to local authorities, associations and cultural actors working to broaden the audiences of books and public reading, to actions to modernize bookshops and independent publishing houses, Outreach to library professionals. The DRAC ensures the presentation of written heritage by encouraging local authorities to better preserve and promote it. The DRAC intervenes on the whole of the animated images sector in Ile-de-France.  Working with professional structures, associations, local and regional authorities and other State departments, it provides information, advice, analysis and impetus. Through numerous mechanisms (Cinema Education, the DRAC directly supports the dissemination of works and public awareness.

To the DRAC Île-de-France, a development and territorial action service is particularly responsible for the coordination and implementation of public expansion and land use policies (notably through development agreements). It also conducts partnership actions in the field of arts education or towards disadvantaged backgrounds.
