Remarkable Heritage Sites" (SPR)
The remarkable heritage sites were created by law no. 2016-925 of 7 July 2016 on the freedom of creation, architecture and heritage. This device aims to protect and highlight the architectural, urban and landscape heritage of our territories.
Remarkable Heritage Sites" (SPR) are intended to protect towns, villages or neighbourhoods whose conservation, restoration, rehabilitation or development is of historical, architectural, archaeological, artistic or landscape interest.
Rural areas and landscapes which together with these towns, villages or neighbourhoods form a coherent whole or which are likely to contribute to their conservation or development can also be classified.
Notable Heritage Sites (RPS) have been substituted for AVAP, ZPPAUP and safeguarded areas.
The three measures for the protection and enhancement of urban and landscape spaces, that are the sectors safeguarded, the Zones of Protection of the Urban and Landscape Architectural Heritage (ZPPAUP) and the Areas of Valorisation of Architecture and Heritage (AVAP), were replaced by a unique device, the Remarkable Heritage Sites (SPR), by the Law no. 2016-925 of 7 July 2016 on creative freedom, architecture and heritage (CASL).
The procedure for developing this new tool has been specified by Decree no. 2017-456 of 29 March 2017 on World Heritage, Historic Monuments and Outstanding Heritage Sites.
The provisions governing SPRs are defined in the Heritage Code (sections L.630-1 to L.633-1 and R.631-1 to D.633-1) and the Planning Code for Protection and Development Plans (sections L.313-1 and R.313-1 to R.313-18).
The CASL Act, article 114, provided for transitional arrangements for the PSMV or AVAP projects under consideration, for which a study deliberation was taken, prior to its promulgation date. They continue to be educated in the old ways.
The procedure for creating a Remarkable Heritage Site is carried out in two phases
- the classification phase under the RPD
- The development phase of the SPR management tool;
The SPR can be equipped with either a Backup and Development Plan (PSMV), or an Architecture and Heritage Valuation Plan (PVAP), or combine these two tools within the scope of the SPR.
The PSMV is in principle developed under the authority of the State (Direction régionale des affaires culturelles - DRAC), however the texts provide for the possibility of delegating this authority to the community who requests it
The PVAP is always developed under the authority of the community.
