Visual arts in Hauts-de-France
In the field of visual arts, the Regional Directorate of Cultural Affairs (DRAC) implements and participates in the definition of the State policy on the development and dissemination of contemporary creation in the Hauts-de-France.
Under the authority of the Regional Director of Cultural Affairs, the Visual Arts Advisor implements at the regional level, the policy of the State - Ministry of Culture - in the field of contemporary art. Its missions are based on three registers:
- assistance for dissemination and support for creation, including assistance to artists; 140 private and public grants for artists
- the public procurement
- the training.
The counsellor examines grant applications, monitors the activity of art centres and the evaluation and diagnosis of these structures.
These actors, in accordance with the terms of reference of the art centers and contemporary art institutions (see the circular) implement a multi-annual artistic and cultural project that involves monitoring and evaluation. The Fonds régional d'art contemporain Nord - Pas-de-Calais, located in Dunkirk, and the Regional Contemporary Art Fund Picardy, based in Amiens, have three missions:
- constitute a collection of contemporary art
- develop the artistic life through a policy of diffusion and a number of loans
- in accordance with its partnerships, develop public awareness programmes throughout the year and contribute, through its resources and experience, to qualify the regional arts education policy.
Finally, they provide technical advice or support to regional projects, contribute to the development of a lively and supportive network of initiatives and promote operations to promote contemporary creation. Each year between six and eight grants for one-off projects are granted.
The consultant provides expertise, information and advice to creators in order to facilitate their professional, artistic and economic integration. The DRAC awards two types of aid to visual artists and creators based in Hauts-de-France:
Individual support for the creation aims to promote artistic research in all fields of contemporary creation in the visual arts. It is not intended for the exhibition or publication of a catalogue or monograph. The amount of the allowance is calculated according to the nature of the project and the expenses necessary for its implementation, it may not exceed 8000 €.
Allocation of installation and purchase of equipment allows artists to improve the layout of their current studio they own or rent or the acquisition of equipment necessary for the practice of their artistic activity in all areas of the visual arts. This allowance may not exceed 50% of the total amount of the work or purchase of material.
The adviser is the rapporteur of these requests before the committee of experts which meets once a year for investigation.
It also provides technical advice on the aid schemes implemented by the National Center of Fine Arts creators, artists and professionals:
- research grants for the development of a project in France or abroad
- exceptional allocation to artists with financial difficulties
- help for publishers, help for galleries for an artist’s first exhibition, help for the first catalogue....
Finally, it coordinates the opinions of the various advisers of the regional directorate of cultural affairs (live performance -audiovisual cinema) issued on the projects submitted as part of the investigation procedure of device for Multimedia Artistic Creation: DICRéAM
Public procurement
National public procurement is the manifestation of the will of the State, associated with multiple partners (local authorities, public institutions or private partners )participate in the development of the national heritage while contributing to the enrichment of the living environment or the requalification of public spaces, the revaluation of the practices of the inhabitants and the dynamism of territorial policies.
The Visual Arts Advisor leads and coordinates the regional public procurement process in accordance with the national procedure and in connection with the Artistic Creation Directorate (DGCA). It relays the implementation of programs and ensures the right balance between artistic excellence, cultural impact and involvement of local stakeholders.
- The 1% artistic is a device that consists of devoting 1% of the construction cost to the order or acquisition of one or more works of art specifically designed for the building in question.
Within an artistic committee, the DRAC relays the development of programs and ensures compliance with legislation.
Arts education
In consultation with the Permanent Mission for Inspection, Advice and Evaluation of Arts Education, the Visual Arts Department supports the operation of the network of higher art schools under the supervision of the Ministry of Culture and Communication and encourages content partnerships and collaborations between these three institutions and the National Studio of Contemporary Arts - Le Fresnoy.
Networking of higher education institutions is one of the essential links in regional artistic life.
Today, in accordance with the recommendations of the L.M.D reform and the accreditation of diplomas granted by theResearch and Higher Education Evaluation Agency (AERES). In connection with the National Council for Higher Education and Research – NCESER, these schools deliver masters in the field of art, communication and design:
- Cambrai School of Art and Communication
- École régionale supérieure d'art Nord – Pas-de-Calais Dunkirk – Tourcoing
- Valenciennes School of Art and Design
- School of Art and Design of Amiens
