Remarkable Heritage Sites (RPD)
Law no. 2016-925 of 7 July 2016 on the freedom of creation, architecture and heritage (LCAP Law) transforms the protected sectors, the Architectural, Urban and Landscape Heritage Protection Zones (ZPPAUP) and the Areas of Development of Architecture and Heritage (AVAP) in Remarkable Heritage Sites (SPR).

Created by the "Malraux" Law of 4 August 1962.
A safeguarded area was, according to the law, an area of historical, aesthetic or otherwise such as to warrant the conservation, restoration and development of all or part of a complex of buildings.” They were specially created to safeguard historic urban centres and, more broadly, urban heritage projects. At the time, it was a question of avoiding their systematic destruction by the urban renewal policy which consisted in the demolition of the old built fabric in favor of a reconstruction without any connection with the traditional city.
The Centre-Val de Loire region has ten SPR "protected areas" covering an area of 640 hectares.

ZPPAUP and AVAP
The legislative framework in which the Architectural, Urban and Landscaped Heritage Protection Zone was drawn up (the mechanism established by the Decentralization Act of 7 January 1983) has evolved with Law no. 2010-788 of 12 July 2010 on a national commitment for the environment (ENE law known as the “Grenelle II Law”) establishing the Areas of Development of Architecture and Heritage (AVAP).
This legislative framework has in turn evolved with Law no. 2016-925 of 7 July 2016 on the freedom of creation, architecture and heritage (LCAP Act) which transforms the protected areas, the ZPPAUP and the AVAP into remarkable heritage sites (SPR).
The Centre-Val de Loire region currently has 30 ZPPAUP/ AVAP (for more information: see below the "lists to download" and/or cartography" sections)
Transitional provisions
Section 114 of the CASL Act sets out the transitional provisions for projects in safeguarded or AVAP sectors in progress at the time of publication:
I. - Draft protection and development plans under consideration before the date of publication of this Act shall be appraised and approved in accordance withArticle L. 313-1 of the Urban Planning Code, as drafted prior to this Act.
II. - Architectural and heritage development projects under consideration before the date of publication of this Act shall be appraised and approved in accordance with Articles L. 642-1 to L. 642-10 of the Heritage Code, as drafted prior to this Act.
On the day of their creation, the architectural and heritage development areas become remarkable heritage sites within the meaning of Article L. 631-1 of the Heritage Code, and their regulations shall apply under the conditions laid down in Article 112 III of this Law. This Regulation shall replace, where appropriate, that of the architectural, urban and landscape heritage protection area previously applicable.
