FAQ 'subsidy' of the cultural and territorial action pole of the DRAC Auvergne-Rhône-Alpes
This FAQ, relating to grant applications, is intended to identify recurring questions addressed to the cultural and territorial action pole of the Regional Directorate of Cultural Affairs Auvergne-Rhône-Alpes.

PROJECT TYPOLOGY
The Cultural and Territorial Action pole of the DRAC Auvergne-Rhône-Alpes studies, according to the available credits and on an annual basis, cultural action projects for the inhabitants of a territory. Applications for operating grants from an association or cultural structure are not eligible.
To be supported, projects must necessarily mobilize the three pillars of arts and cultural education (EAC) and register over a long time:
SEE : mediation by art (aesthetic experience by visiting works, heritage)
DO : mediation through practice (artistic experience with artists, journalists, scientists, etc.)
INTERPRET : knowledge mediation (critical experience, reflexivity, critical distance on the process and its outcome)
The projects supported must be in close connection with the universe and the creative process of the artists and authors involved or with the work objects of the architects, heritage professionals or journalists who lead the project.
Only artistic intervention hours and expenses can be covered by the DRAC grant. Group travel or equipment cannot be funded through this grant.
Projects for exhibitions, touring or not, festivals cannot be supported. Similarly, projects involving only one or two dimensions of arts and cultural education are not given priority.
For any first request, the project leader is invited to take the home of the advisor in charge of his territory upstream of the filing of the file
Youth projects (0-25 years)
On school time: the DRAC Auvergne-Rhône-Alpes supports the generalization of arts and cultural education (EAC) by financially supporting projects in the first and second degree. These are systematically deposited by teachers in the application ADAGE (digital tool internal to the National Education). Only projects validated jointly in academic committee can be supported by the DRAC.
In conjunction with the academies, the DRAC Auvergne-Rhône-Alpes supports in particular:
- arts workshops (in college or high school);
- optional or specialty arts courses (in the field of dance, circus arts, theatre and film).
Generally, EAC projects on school time are based primarily on calls for projects and devices of local or territorial authorities (municipalities, department, region). Secondary schools can also mobilise the collective part of the PASS Culture to finance artistic proposals for their students.
Projects involving only one class are not eligible. DRAC’s support more specifically targets federative actions at the level of an institution or a neighbourhood, such as artistic residencies.
Outside school time: the Cultural and Territorial Action pole of the DRAC is likely to support projects related to cultural awakening (early childhood projects in crèche) or democratization projects for young conservatories (CRR, CRD, CRC-CRI) or other specialized arts educational institutions.
More generally, social actors or associations from popular education can apply for support for projects co-constructed with cultural actors.
All artistic and cultural fields can be mobilized in the projects. In 2024, in the perspective of the Olympic Games and theCultural Olympiad, particular attention is paid to projects combining arts and sport.
Territorial projects (predominantly adults)
The DRAC Auvergne-Rhône-Alpes is likely to support cultural action projects aimed at the inhabitants of a given territory or a specific sector. To do this, it specifically targets:
- rural territories, especially those with less artistic structure, in order to stimulate or amplify a dynamic between the actors of the territory and deepen the knowledge of local heritage and cultural resources;
- the districts in politics of the city, in connection with the project managers of the various city contracts and the delegates of the prefects in charge of the file: support and qualification of emerging artistic practices; projects promoting creation; diversity of cultures; reappropriation of urban space in connection with heritage, urbanism and architecture.
- actions promoting social cohesion (fight against exclusion, fight against illiteracy, support for solidarity associations, actions for migrants, travellers), as well as in the world of work and works councils.
Support for the practice of amateurs
The development of amateur artistic practices contributes to the cultural vitality of a territory. These can be worn by conservatories, art schools or associations. In this context, the support of the Cultural and Territorial Action pole specifically targets projects related to external artists, who are not the usual teachers of a dedicated group.
Support for amateur practice includes:
- cultural action projects of conservatories (or artistic educational institutions) mobilizing young people beyond the students of the school;
- punctual associations between a professional artist and a group of amateurs within the framework of a dedicated project (according to the modalities of the FEIACA);
- support for marching bands (fanfare plan)
Specific action programmes in the regions
The DRAC Auvergne-Rhône-Alpes carries, alone or in partnership, several specific action programmes. These can either be part of an annual grant application, or be the subject of a dedicated call for projects (with its specific schedule and criteria). In particular, there are:
- the program “Culture / Disability” : for cultural actors developing inclusive projects; possibility of financing investment projects related to the accessibility of the artistic offer;
- the programme “Culture / Health” : intended for hospitals and medico-social structures affiliated with the Regional Health Agency (ARS) to carry out artistic projects related to a cultural structure of the territory. Dedicated call for projects, led by the association interSTICES, on behalf of DRAC, ARS and the Auvergne-Rhône-Alpes Region; submission of applications by 15 October 2023 (for 2024 projects).
- the programme “Culture / Justice” : intended for artistic and cultural actors for projects in partnership with prisons and those under the Judicial Protection of Youth. Dedicated call for projects in partnership with the Ministry of Justice; files filed in January 2024.
the program «Cultural Action and French Language» Intended to promote access to language and culture on the national territory through cultural and artistic projects, conducted with people who are part of an acquisition or strengthening of French. Dedicated call for projects, nationally; filing in April 2024 (subject to).
- the operation «Cultural summer 2024» Designed to promote participation in cultural life through free proposals accessible to all, this operation targets more specifically people who do not go on holiday, young people and audiences prevented. Dedicated call for projects, regionally; filing in March 2024 (subject).
-the operation «Culture/ Tourism 2024» : intended for holiday resorts in the region from Social and Solidarity Tourism, members of theUNAT, this device allows the deployment of creation residence/ mediation of 15 days on site over the summer period.
Cultural and heritage actions
DRAC Auvergne-Rhône-Alpes is committed to mediation and the enhancement of heritage. A specific advisor is dedicated to cultural and heritage action in the region (cf. contacts). Among the ways of supporting heritage, there are:
- the transaction “This is my heritage!” Intended for young people and their families (outside school time), it proposes to promote access to heritage places and better appropriate their history and collections through artistic practice. Dedicated call for projects, nationally; filing in March 2024 (subject to);
- aid to international work sites for young volunteers : for supporting associations, coordinated by the Cotravaux regional association within the framework of inter-service consultation between the State and local authorities;
- the projects « A school, a construction site » : intended to allow a specific link between a school and a site on a historical monument, this device benefits from the punctual support of the DRAC for dedicated visits and interventions of professionals with students. As a result of long-term co-construction and increased cooperation between the owner community, the architect in charge and the school, the projects are long-term, case by case:
- the support to Cities and Countries of Art and History (VPAH) : support for projects, training and employment for local authorities which have already concluded a ten-year agreement with the Ministry of Culture;
- the accompaniment of goods registered on the UNESCO World Heritage List: information of candidate sites and communities and monitoring of registered properties (6 in the Auvergne-Rhône-Alpes region).
Support for training and educational resources
The Cultural and Territorial Action pole is intended to support initial or continuing training in arts and cultural education. It primarily supports the Resource Centers in EAC (PREAC) based in Auvergne-Rhône-Alpes and coordinates in conjunction with the academies of Lyon, Grenoble and Clermont-Ferrand the development of territorial resonances, dedicated projects and the production of educational resources.
The DRAC Auvergne-Rhône-Alpes also supports INSPE of the academic region in the implementation of projects in arts and cultural education for their students and teacher trainees.
From time to time, support for specific training courses is possible, provided that these are open, in a cross-cutting way, to cultural, educational and social actors.
Territorial conventions: CTEAC / PLEAC / VPCT
For 10 years, the DRAC Auvergne-Rhône-Alpes contractualise, by associating the other services of the State, the local authorities and the CAF, with the voluntary intercommunalities for the implementation of a concerted territorial approach in EAC. These agreements, signed for a minimum period of 3 years, are an opportunity to develop projects and artistic residencies of mediation under the impetus of the signatory intercommunality. In 2023, there are now 78 EPCI signatories to a territorial agreement in EAC (out of 180 EPCI in the Auvergne-Rhône-Alpes region).
It is in this context that from 2022, several intercommunalities wished to experiment with all the partners a new form of convention towards a territorial cultural project (VPCT) whose ambition is to build on the basis of a territorial diagnosis the beginnings of a specific territorial project.
- professional artists and cultural actors who wish to share their creative universe and skills with the inhabitants of the region;
- cultural structures, artistic and cultural associations, and those of popular education;
- libraries, museums and heritage sites that are among the first gateways to culture in the territories;
- Media and information education actors who wish to share their journalistic production universe and, by introducing them to the making of information, promote critical thinking and the exercise of citizenship;
- all local authorities.
ADMINISTRATIVE ARRANGEMENTS
All grant applications submitted to the Cultural and Territorial Action pole of the DRAC Auvergne-Rhône-Alpes are dematerialized, via the catalogue of online approaches of the Ministry of Culture and the platform ' Simplified procedures ".
The deadline is November 10, 2023, for any application for a cultural action grant in 2024 (with the exception of operating aid to conservatories, set for 31 December 2023).
Several national or regional calls for projects also have their own timetable and validation criteria. For information purposes, the following should be distinguished:

In Part 2.1 of the dematerialized form entitled "Project presentation", under the heading "Additional documents relating to the project", project owners must also add the following files:
o Table 2024 : BEC grant applications (2 tabs: YOUTH or ADULTS)

If necessary, project leaders are invited to produce any additional document useful for the appraisal of the file, such as: CV of the participants; general presentation of the project or structure; etc.
To be supported, projects must meet all of the following criteria:
- Quality of artistic approach and professionalism of artists, journalists, architects, scientists… leading actions. This criterion is assessed based on the educational background and professional experience detailed in the CVs. The level of peer recognition is also assessed based on the artistic partners of the creation/publication projects other than the cultural action projects for which support is requested (co-production, reception in residence, places of production, publication or distribution).
- Quality of the transmission process and professionalism of mediators : this criterion is assessed according to the training course and the professional experience detailed in the CVs.
- Compliance with the conditions of remuneration of these professionals : The regional rate of intervention for cultural action is 65€/H (including taxes). Remuneration of authors must respect the charter of authors and that of the recommendations of the French association for the development of contemporary art centers
- Co-construction between an artistic or cultural partner and a community and/or social, educational or associative structure(s) identified.
- Co-financing from these partners
- Mobilization of the three pillars of arts and cultural education (EAC) over a long time: SEE; DO; INTERPRETER.
Projects of equal quality and interest are selected on the basis of: - Of their location : rural areas, political districts of the city and those with little artistic offer are privileged;
- Of their address Priority is given to children and young people. In addition, people who experience social or economic insecurity and people with disabilities have priority. It should be noted that the projects imagined with persons placed under justice and those hosted in medical or medical-social establishments fall under specific arrangements (link to Culture/Health and Culture/Justice);
- Their level of co-construction and effects on the structuring of a cultural policy : projects favouring a territorial approach and thus mobilizing, on a given perimeter, a diversity of partners (educational, social, associative, etc.) are priority;
- Of their temporality : projects taking place over several months or intensively (such as a residency week) as well as those taking place during periods identified as «hollow» in terms of artistic proposals (school holidays and summer) are preferred.

COMMUNICATION, VALUATION AND BALANCE SHEET
Since a project has been supported by the DRAC Auvergne-Rhône-Alpes, all communication media must show the brand block of the Prefect of the Auvergne-Rhône-Alpes region, preceded by the mention «Supported by».

Insofar as a project has been supported by the Cultural and Territorial Action pole, project leaders are invited to send to the referent advisor in charge of their territory (preferably digital) elements of valorization, such as photos, videos or any other production.
Project owners must ensure prior to any shipment to have collected the related image rights authorizations. They must also indicate for each medium the credits of the document.
The balance sheets and financial reports are now dematerialized and are entered online on the platform « Simplified procedures » accessible from the dedicated page of the Ministry of Culture’s catalogue of approaches. The forms must be completed at the end of the project and no later than 6 months after the end of the annual budget year.
