The Direction des affaires culturelles de La Réunion
The cultural affairs department of La Réunion is the decentralized department of the Ministry of Culture in La Réunion.
Historical
January 1, 2010, the Regional Directorate of Cultural Affairs (Drac) Réunion has integrated the departmental Department of Architecture and Heritage (Sdap) and merged it with its Department of Heritage.
January 1, 2011, it is renamed Directorate of Cultural Affairs - Indian Ocean (Dac-oI). This new name reflects the ambition of a strengthened influence of French culture in the Indian Ocean. The merger of the Sdap and the Drac Heritage Service already makes it possible to provide a unique State response to the questions raised in the field of heritage, architecture and urban planning in the cultural field.
September 1, 2018, it is renamed cultural affairs department of La Réunion (Dac de La Réunion). This new name reflects the ambition to strengthen the influence of French culture in La Réunion. The merger of the Sdap and the Drac Heritage Service already makes it possible to provide a unique State response to the questions raised in the field of heritage, architecture and urban planning in the cultural field.
Missions
The DAC of La Réunion has four ambitions:
- Making culture a driving force for spatial planning, by promoting the architectural quality and the establishment of cultural facilities on very large communal territories and unequally endowed with dissemination structures;
- Promoting arts education and higher education, to democratize access to culture, the reappropriation of heritage and better enable the affirmation of a plural identity;
- Strengthening regional cooperation, in order to position La Réunion as a major player in French, and thus European, cultural action in the Indian Ocean;
- Making culture a driver of economic growth, by supporting the dissemination of cultural production in all its forms and its development for tourism purposes.
Organization
The Dac of Reunion is composed of two departments and one department. It has 34 staff organised in three groups: the General Secretariat and the Cultural Development Service; the Heritage, Architecture and Town Planning Service; the Information and Documentation Department, to which the Directorate is added.
The General Affairs and Development Department cultural manages the resources of the management and proposes the modalities of implementation of the cultural policy of the State. It supports the creation, production and dissemination of music, dance, theatre and entertainment, the visual arts, books, cinema and audiovisual media, as well as actions in favour of cultural professions and industries. It monitors the construction and maintenance of museums in France and archives services, as well as the enrichment and restoration of public collections. It coordinates and implements actions to support arts and cultural education, cultural spatial planning, regional cooperation and city policy. It helps the development of sponsorship activities.
The service of heritage, architecture and urban planning implements the regulations relating to monumental heritage and archaeology and participates in the application of the regulations concerning architecture, environment and urban planning. It assists public or private contractors in the implementation of restoration works of historic monuments. It promotes the architectural and landscape quality of buildings and development projects, while advising the project owners in their realization. He leads and coordinates studies relating to the safeguarded areas, protection areas of architectural, urban and landscape heritage and contributes to their development. It ensures the preservation of sites and objects inscribed or classified as historical monuments.
The Documentation and Communication Department organises the provision of internal and external documentation, as well as the pre-archiving of received documents and products. It carries out research to compile documentary records and administers local and national databases. It manages the heritage documentation, especially on historical monuments, which it makes available to the public. It participates in the coordination and promotion of national events of the Ministry in the region (night of museums, go to the gardens, music festival, European heritage days).
