Local and regional authorities also carry out cultural policies in their territory (municipal, inter-communal, departmental or regional), the joint action of the various actors contributes to a network of territories.

The tasks of the SPADD

It implements the articulation of territorial units, departmental units of architecture and heritage, (UDAP). Based on territorial coherence, their action introduces the participation of the State, often interdepartmental, in the development and application of regional or national policies: safeguarded sectors, Areas of Development of Architecture and Heritage (AVAP) , SCOTs, PLU, Municipal maps, ZDE...

He acts as an operational adviser to project managers in the preparation of programmes for cultural facilities, both for new programmes and for programmes for heritage purposes. The DRAC consulting architect, integrated into the SPADD, ensures this role of expertise for project monitoring.

Facilitates and supports professional networks and dissemination of architectural culture. They met to form PLAN 5 , a regional coordination group of professional and educational structures of architecture and living environment for the dissemination and promotion of architectural culture in the Pays de la Loire.

It optimizes its missions by developing coordination its actions both through heritage files and “protected spaces” and through operations related to architecture and urban development. This coordination and regulatory role is carried out in the regional directorate while the UDAP provides operational monitoring on the departments.

• Development of expertise: advice to local authorities, diagnostics, juries, State project management and assistance to local authorities, AVAP, PSMV, etc.
• Heritage Development: the Ministry of Culture has for several years initiated a policy of awareness of the 20th century architectural and urban heritage Knowledge, conservation and development are a major challenge. To take a new look at this recent heritage, and above all to encourage public awareness (owners, occupants, elected officials, general public...) of this architecture and its urban environment, the Ministry of Culture created in 1999 a label for the heritage of the twentieth century. In 2016, this designation was incorporated into the Heritage Code under the name “remarkable contemporary architecture”.

It takes over the management of appeals against the advice of the architects of the buildings of France and contributes to the elaboration of a regional policy in terms of architecture and management of protected areas .

Directly related to the professionbeyond the exercise of trusteeship (commission of the government to the regional councils of the order of architects, chambers of discipline) and the strong involvement in the field of initial and continuing training of architects, As urban planners and landscapers within the framework of regional clusters, the DRAC relies on its privileged positioning in order to better promote quality urban planning and architecture. The development of school-to-profession partnerships and regional and even interregional networks is a priority.

It concentrates its actions in favour of the quality of the living environment and taking into account sustainable development that respects heritage and promotes innovation. This in-between is a key to ensure the sustainability of heritage through use, economic relevance, quality of life, and its positive confrontation with contemporary architectural expressions.
