Arts and Cultural Education in the Pays de la Loire
As a priority of the Ministry of Culture, arts and cultural education is part of a policy of cultural democratization aimed at raising awareness of art and culture among children and young people, as well as among the general population.
It is about allowing all citizens to attend works, artists and cultural structures; to engage in an artistic practice; to appropriate the works, resources, and cultural structures of their territory.
Arts and cultural education policies also contribute to the cultural development of the territories.
This departmental priority is divided into three main areas:
Support the implementation and development of public policies by artistic and cultural actors and media professionals
In all fields of creation and heritage, the DRAC supports cultural structures and actors in the implementation of arts and cultural education and media literacy projects. These projects are aimed at all audiences in their specificities and different living environments. This support can take various forms (project assistance, residences, assistance for the consolidation of public services, assistance for mediation tools, etc.).
Develop policiesPartnership and territorial agreements with the other State departments concerned and all local and regional authorities
Arts and cultural education is a shared policy, carried out with other government departments (national education, higher education, agricultural education, youth and sport, city policy, etc.) and local and regional authorities. In collaboration with these partners, the DRAC is working on the development of policies to raise awareness of art and culture, with a focus on children and youth, but also on the general population, taking into account the specific contexts of life. Arts and cultural education is also understood as a lifelong education, involving all actors in the cultural, educational and socio-educational fields.The DRAC pays particular attention to “white areas” - rural areas far removed from the artistic and cultural offer and neighbourhoods covered by the city’s policy. In partnership with the other State services concerned and the communities of the region, it has embarked on a process of development of arts and cultural education at the level of essentially rural inter-communal communities and neighbourhoods in the city’s politics, This reflects the national priority to address social and territorial inequalities in access to arts and culture.
Support the training of EAC actors, whether in the cultural, educational or social field
The DRAC develops, through the cultural structures it supports, a policy of raising awareness of mediation and EAC among various cultural or educational actors: students (universities of Nantes, Angers, Maine, ESPE), educational staff (heads of schools, teachers, animators...), cultural professionals (artists, mediators, ...). It finances the Pôle de ressources en Éducation artistique et culturelle/ Live performance on the national stage Le Grand R de la Roche-sur-Yon.Partnership with agricultural high schools: the agreement signed between the DRAC and the DRAAF in June 2016 allows to support arts and cultural education in agricultural education, via the network Artur - regional network that federates teachers of socio-educationthe 12 public agricultural high schools in the region and implement projects on a Pays de la Loire scale. The aim is to develop cultural action and arts education in rural and peri-urban areas by supporting the enhanced artistic presence (residence) around themes defined every two years, support for individual school projects and support for the training of teachers and mediators.
