Innovation and Multimedia Artistic Creation Scheme (DICAM) - Development aid Deadline for submission of applications: 26 April 2021
The commission receives project sponsors.
1/ Object :
To enable the emergence and development of artistic creation projects, experimental works using new forms of writing that address, use or question digital technologies in the Pays de la Loire region.
Allow an artist backed by a portage structure, a cultural structure, an association or a production company (film or audiovisual) to structure or develop an artistic creation in the field of multimedia.
2/ Award criteria :
It is addressed to a legal person (companies or associations).
To be eligible, the application must:
- to focus on the development of a singular, experimental work or artistic project, using new forms of writing that address, use or question digital technologies;
- have a financial contribution of at least 20 % of the estimated budget of the development phase of the project (contribution in kind, upgrading, industry or cash);
- the amount of DICAM aid may not exceed 80 % of development expenditure
- be filed by a legal person (companies or associations) established in the Pays de la Loire region;
- projects must be submitted before the end of the development period of the work.
The following are not eligible:
- projects that do not involve specific multimedia and digital writing (cine-concert, recordings, video projections on stage as sets, etc.);
- web-documentaries;
- projects already submitted to the DICAM with the exception of a specific request made by the working group during the first review;
- the design and implementation of mechanisms or devices;
- dissemination platforms;
- no application shall be admissible after completion of the project concerned.
3/ Composition du dossier :
The file consists of 2 parts, an art file and an administrative file:
The artistic dossier includes:
- a summary of the project (up to 3 lines);
- a detailed description of the artistic project;
- a memorandum of intent of the artist bearer du project ;
- a memorandum of intent the supporting structure;
- ideas on the possible dissemination of the work and its confrontation with audiences;
- the CVs of the artists associated with the project and the project promoters;
- a note on copyright protection (authors associated with the project and/or pre-existing works integrated into the project (still or animated images, texts, sounds, music, etc.) ) ;
- an implementation schedule;
- According to the project elements allowing to understand the planned scenography;
- complementary elements (sound or visual) in a dematerialized way that will allow a better understanding of the project .
The administrative file includes:
- a balanced provisional budget (expenditure = recipes) du artistic project;
- a balanced provisional budget (expenditure = recipes) of the structure;
- a statement of bank identity;
- the most recently approved annual accounts;
- the latest activity report;
- a copy of the latest status statement;
- for associations : a deer file 12156*05, including a copy of the publication in O.J., and the composition of the office;
- for commercial companies : pages «identification» and «attestation» of deer 12156*05, a Kbis extract of less than three months, as well as the name, address, date and place of birth of the leaders.
4/ Les modalitys deposit :
The application is submitted to the secretariat of the Cinema, Audiovisual and Multimedia Service of the DRAC, by April 26, 2021.
- A hard copy of the artistic and administrative file must be sent by post in order to be received at the DRAC no later than the last day of the authorized deposit :DRAC pays de la Loire Service Cinéma, Audiovisuel et Multimédia Appel à projet DICAM1, rue Stanislas Baudry BP 63518 44035 Nantes Cedex 1
- Ua paperless version of the artistic file and the administrative file must be sent Cinema, Audiovisual and Multimedia and his provision shall be notifiede by e-mail to the address cinema.paysdelaloire@culture.gouv.fr specifying the recovery procedure. IIt is possible to open a space on the m platforminister of Culture, Zephyrin2 (5 files maximum, 2 GB maximum each). Please forward your email request.
To receipt of the filing, the file must be complete.
Incomplete files will not be heard.
On the day of the deposit, a confirmation of receipt will be sent to you by email. This confirmation ne don’t assume of completeness and admissibility of the application.
5/ Amount of aid :
- the amount of the aid may not exceed 80 % of the estimated cost of the development expenditure of the work;
- the Regional Director of AThe Committee of Experts of the DICAM.
6/ the procedures for selecting projects in committee :
The Regional Director of Cultural Affairs uses a committee of experts to review and advise on applications. The Committee of Experts shall give an opinion to the DRAC on the granting and amount of aid.
The DICAM Expert Committee is composed of 10 members including:
- seven qualified personalities, chosen because of their skills in the field of artistic creation, specialists or not in multimedia and digital creation;
- two representatives of the DRAC;
- if applicable as an observer, one (e) representative of the NCC.
The Committee of Experts is chaired by the DRAC’s Film, Audiovisual and Multimedia Advisor, who acts as its Secretariat.
Qualified persons shall be designated intuitu personae and shall be appointed by decision of the DRAC.
The expert committee meets once a year to review the files. However, the DRAC reserves the right, if necessary, to lTo meet a second time during the year.
The commission receives project sponsors.
However due to the health crisis, the DICAM Commission will not be able to meet in person this year. Project promoters will therefore not be invited to come and present their work.
In order to preserve a living word from the authors, we ask you to send us a maximum of 5 minutes of filmed presentation, allowing the authors to speak to enrich, nourish and accompany their project.
7/ Ethics :
Where a member of the committee is personally or indirectly concerned by a matter on the agenda, he shall so inform the cinema adviser, who shall ask her to withdraw during the debate and examination of the matter. He shall not take part in the opinion issued. Upon his return to the sitting, the person concerned shall refrain from any reference to this dossier.
The members of the committee are bound by an obligation of confidentiality on all information of which they have knowledge within the framework of their mandate. Specifically, the confidentiality requirement relates to:
- all information contained in the aid application files;
- all debates and deliberations of committee meetings;
- all amounts proposed at the end of the sessions.
Where appropriate, a member of the Commission who has been contacted directly by an applicant shall inform the Commission of this contact at the time of the examination of the file.
8/ Selection criteria in committee :
The submitted artistic projects must both present a multidisciplinary content combining several modes of expression and use digital, interactive techniques in a manner appropriate to the content, especially in the field of live performance.
The Commission assesses:
- the quality of the project’s artistic approach and intentions;
- the project’s uniqueness, audacity and fragility;
- the innovative dimension of the multimedia and digital writing project;
- the research and experimentation dimension of the project;
- the relevance and coherence the use or development of tools technological and multimedia and digital devices at the service of the global artistic project;
- lhas relationship envisaged the public of the work (intended audiences, interactivity) ;
- the prospects for production, production and dissemination of the completed work envisaged.
9/ The allocation of aid :
- The aid is granted by decision of the Regional Director of Cultural Affairs of the Pays de la Loire.
- Aid is awarded at one time as soon as the dossier is declared complete and the result announcement letter has been signed by the DRAC and sent.
- The time limits for implementation of the aid shall be 36 months from the date of the letter granting the aid. Any project not completed within 3 years will be considered abandoned.
- An annual progress report will be requested until the completion of the project or 3 years.
- If the project is not carried out, a statement of the steps taken and the developments undertaken to demonstrate the use of the grant must be presented. In the absence of these elements, reimbursement of the subsidy may be requested.
- After being supported for a first year, project sponsors will be able to apply for support the following year on the condition that it is not the same project.
- Each project leader may submit up to two projects per year.
- A single project cannot be presented twice by two different carriers.
10/ Communication of results :
The results of the commission shall be communicated by letter signed by the Regional Director of Cultural Affairs.
The results will be posted on the DRAC website.
