City policy
Promoting access to culture for the greatest number of people and the recognition of cultural diversity is one of the challenges of the city’s policy. A means of public action both inter-ministerial and contractual, this policy has a double territorial and social dimension.
City policy is implemented within the framework of city contracts"concluded on an intercommunal scale for six years (2014-2020), between the State, local and regional authorities, associative networks, the economic world and the inhabitants. The cultural aspect of city contracts is framed by the Culture-Ville National Convention with the following objectives:
> Strengthen the artistic and cultural presence in the neighbourhoods, particularly in relation to citizens' councils;
> developing arts and cultural education for children and youth;
> promoting cultural and linguistic diversity;
> Support local media in order to combat prejudices about the image of neighbourhoods;
> facilitate the appropriation of the living environment and a better understanding (history of urban space, architectural quality, transmission of memory).
The Regional Directorate for Cultural Affairs of Nouvelle Aquitaine, in conjunction with the other State departments, the project managers "City Policy", the local authorities, the associations, works to strengthen the dialogue and local partnerships between actors of culture, education, the social field and popular education to allow an appropriation of culture in its multiple dimensions by all inhabitants.
The DRAC Nouvelle-Aquitaine supports project leaders and cultural structures in the city’s political districts. It particularly mobilises cultural structures certified by the Ministry of Culture for adapted approaches : cultural mediation and workshops on artistic practices, twinning, adapted pricing, etc.
The DRAC also deploys specific measures to promote access to culture and cultural practices for the inhabitants of these neighbourhoods: Demos, Passeurs d'images, It’s my heritage, journalists' residences, media education, local media assistance.
