Make France a European leader in filming!
Strengthen and revitalize French creation, make France a leader in filming and production of films, series and video games, post-production (special effects in particular) and training in film and audiovisual professions, are the key elements that characterize the stakes of this unprecedented initiative implemented by the General Secretariat for Investment and operated on behalf of the State, by the Caisse des dépôts and the National Cinema Centre.
The projects selected for the Grande Fabrique de l'image will:
- an industrial leap that doubles the surface of film sets to 153,000 m² and almost quadruples the surface of backlots (permanent outdoor scenery) to 187,000 m², which will put France at the top of continental Europe (if all projects are completed) and will project the sector towards future technologies;
- an unprecedented acceleration and openness to training in the film and audiovisual industries;
- a reduction in the sector’s carbon footprint and the development of eco-responsible activities;
- a territorial consolidation around poles of excellence bringing together the best of studios and the best of training, located in 12 different regions including 3 overseas territories(La Réunion, Martinique, Guadeloupe).
- a development of job creation, economic spinoffs and tourism attractiveness of the territories.
- In terms of film studios,the 11 labelled projectsincrease the economic benefits for the territories. The direct or indirect benefits (jobs, hotels, restaurants, shops, tourism, etc.) are estimated at 7.60 euros for each euro invested in a shoot.
In Île-de-France: 26 projects selected
Out of 175 candidates, 68 were selected. 26 of the winners are from the Île-de-France region. While all metropolitan and overseas regions are concerned, the Ile-de-France, the Mediterranean arc and the North have been identified as territories with particularly strategic development challenges.
Film studios
In terms of film studios, the projects with the label allow a real industrial leap forward and have the effect of doubling the surface area of film sets in France, with 153,000 m2 of sets (compared to 60,000 m2 in 2019 at the time of the studio diagnosis) and almost quadrupling the surface area of backlots (outdoor sets), with 187,000 m2 (compared to 50,000 m2 in 2019). This leap – if all the projects are completed – would put France at the top of continental Europe, and just behind the United Kingdom.
These projects will make it possible to offer infrastructures at very high standards in terms of design, equipment and environmental footprint, which will position France among the best global actors in studio filming. These projects are concentrated in the three areas mentioned above (with the exception of one project located in Reims but based on the Ile-de-France ecosystem) and concern both the extension and modernization of existing infrastructures with high occupancy rates, to accelerate their development and increase their attractiveness, like the projects of Bry-Sur-Marne (Île-de-France) or Montjoie (Ile de France). Finally, new entrants will boost the entire national industry and consolidate strategic areas on the Mediterranean arc (PACA and Occitanie), in Île-de-France and in the North.
The mythical Bry-sur-Marne studio will modernize and expand (eventually 14 trays).

Ideally located on the outskirts of Paris, the studio works closely with its immediate neighbour, the Institut National de l'Audiovisuel (INA), to form a new image pole, bringing together the best of filming and training.

The "Studios de Bry" development project will combine the renovation of the current site with the best environmental standards, the doubling of its production capacity and the creation of a dedicated ecosystem on 12 hectares 9 kilometres from Paris, in partnership with the INA training project (over 1500 term students).
The ambition of the Bailly Studios project is to build a studio on a landscaped park of 30 hectares, with 12 movie sets including 2 very large trays (5000 m2) unique in France, backlots and a pole of innovation.

Certified as a low-bone, the design of buildings focuses on the quality of life and on limiting the environmental impact.
The website of La Montjoie was taken over in 2020 to host the filming of films and series including Christian Carion, Katell Quillévéré, Jacques Audiard and the series "Franklin" with Michael Douglas.

The project of this urban studio aims to double the number of film sets and the surface area of the workshops to meet this new demand.
The TSF Group, a historical player in the sector, proposes a project of large studios and backlots on 50 hectares of land in Eastern Paris, including the construction of large outdoor scenery (including streets of Paris) as well as 12 large studios (16,000 m²) and annexes (14,000m²).
The complex of film studios Dark Matters, located 30 minutes from Paris, offers 5 trays (total surface of trays 15,000 m²) with LED systems, support spaces and complete logistics services. Flexible LED systems, combined with 3D rendering and real-time camera tracking, enable new levels of creativity, control the environment and save time and money.

The team, which specializes in the production of digital and virtual films, provides support in feasibility analysis, scenario development and cost estimation, as well as in the deployment of solutions outside the studios. The motion capture studio, one of the largest in Europe, is designed as a complete and high-end capture performance solution.

Digital production studios
In terms of digital production studios, 5 certified projects are located in Île-de-France. They have a strong innovation dimension and allow for an ambitious approach to the challenges of artificial intelligence or real-time technologies. For the animation sector, the projects supported have the potential to sustainably strengthen French companies internationally through capacity increases and support to industrial leaders (Xilam, Mikros/Technicolor) and fast-growing creative studios (Yum!, Fortiche).

6 most structuring projects with high growth studios, 3 of which were selected in Île-de-France: Don’t Nod, New Tales and Hawkswell.
Develop creative software for video game studios and training entities to create reference narrative video games with strong and meaningful worlds.

Hawkswell is a Paris-based video game studio, founded and run by industry veterans, with over 20 years of experience shared between development and editorial management. The team is united by the passion and expertise of interactive storytelling and the RPG (Role Playing Game) genre. His ambition: to create rich and immersive worlds in which players will be able to create their own epics.

Digital visual effects and post-production
For digital visual effects and post-production, a strong consolidation around Montpellier and Paris with, for special effects, 2 studios of international scope Mathematic and The Yard in Occitania, and Unit Image in Île-de-France.

Titra Films is committed to implementing an innovative solution of artistic and technical treatment of media elements for the realization of works. It is specialized in the field of post-production of film, video and television programmes. It is also a training centre approved by the AFDAS, DATADOCK, PÔLE EMPLOI and QUALIOPI organizations. Its training courses are aimed at professionals wishing to improve or master the techniques and tools of the linguistic or audiovisual professions
Film and audiovisual training
The projects selected will have a particularly strong impact on the subject of social openness essential to the renewal of talent in the sector, both by largely supporting projects of associations often offering free and/or accessible training without qualification (17 projects including Kourtrajmé Montfermeil), public training (6 projects including FEMIS) or by making support for private schools of excellence conditional on the establishment of scholarships (11 projects including ISart Digital both in Paris and Nice.

Creation or extension of many initial and professional training courses – in the audiovisual and film sectors, but also VFX, animation and video games... ESRA
Open at the Cité du Cinéma a vast programme of training courses (on the skills of stage technicians and new digital narrations) and a shooting/recording studio in partnership with the Studios de Paris. ENS Louis Lumière
Doubling by 2025 the number of young people trained in the series' trades (screenwriters, technical trades); in continuing training but also initial.
La Fémis proposes the creation of two new trainings to respond to tensions on the trades of the decor in connection with the new technologies and screenwriters of series from the social diversity.
Design and distribution of educational programmes dedicated to eco-production, primarily aimed at the target professions of the call for projects in the film/audiovisual and animation sectors.
Digital training
Four organizations are distinguished in Île-de-France: Institut Georges Méliès in Orly, Simplon.Co in Montreuil, Creative Handicap to Asnières / Nanterre and ISart Digital in Paris and Nice
Founded in 1999 by its general manager Franck Petita, and located in Orly at the very place where Georges Méliès finished his life, the Georges Méliès school trains all the professions of digital creation (animation, video game, visual effects).
In collaboration with INA and UPEC, Méliès plans to double the number of people that the consortium (with INA and UPEC) trains each year in five years, while adapting the content of the training to the new skills and new professions in the image field (virtual trays, volumetric capture, real-time pipeline, etc.) and pursuing a dual objective of inclusion and decarbonation.
Simplon proposes to train 250 people away from employment and/or under-represented in the video game trades. Pathways will be free for learners to ensure a strong impact of diversity and inclusion. Simplon.Co
The free training project CIARA aims to promote the socio-professional inclusion of young people with disabilities and school dropouts through new digital technologies (2D and 3D graphic design, visual programming). Creative Handicap
Digital is aiming for a significant acceleration of its activity, based notably on the creation of an Engineering curriculum in Paris and a Management curriculum in Nice including the ex nihilo creation of an entire Campus. ISart Digital
A plan for the territories, job creation, diversity and inclusion
The results of the call for projects "Grande fabrique de l'image" allow an industrial structuring of the whole territory around major poles of activity bringing together the best of stu-dios and the best of training. These centres are intended to create jobs and to direct talent towards new jobs with high growth potential where the barriers to development can be skills shortages, particularly in technical fields. Finally, one of the criteria for the training courses selected is the diversity and the ability of the programmes to reach more eloquent audiences in general; these programs aimed at fostering more inclusion and diversity in these image-based professions that hold promise for the future.
