Culture and Justice
Since its creation, the Ministry of Culture has worked to promote access to culture for people who are far from it. This has led to partnerships with the ministries of Justice, Health, the City, National Education and Youth. With this in mind, the Ministry of Culture promotes access to art and culture for everyone, including those who are most remote or even excluded.
MISSIONS
Since the first Memorandum of Understanding signed in 1986, the Ministry of Culture (central administration, regional cultural affairs directorates, public institutions and services with national competence) has implemented a high-quality cultural policy for those placed under justice.
The DRAC Île-de-France is working with the Interregional Directorate of Penitentiary Services (DISP) throughout the territory to advise and network: it is a matter of offering to persons placed under the control of justice a perspective of an artistic field through workshops of practice and to promote cultural exchanges with artists.
The signing of a new convention on 16 September 2022 between the National School of Penitentiary Administration (ÉNAP) and the Ministry of Culture, thus continues a partnership established several years ago.
This new convention has two objectives:
- Increased awareness and mobilization for the implementation of projects and cultural actions within prisons, through the training of future professionals.
- Participation in the cultural life of pupils during their formative period in the Enap and beyond.
The Culture and Justice partnership is based on the work of the cultural coordinators of the Insertion and Probation Penitentiary Services of each department (SPIP). They are the ones who define cultural programming based on their knowledge of the audiences, the issues and the constraints of different prison environments.
At the request of the SPIP, and after a joint analysis of the projects, the DRAC provides financial support to the partner cultural structure of the prisons.
