Lille site: access and history
The headquarters of the Hauts-de-France Regional Directorate of Cultural Affairs has been located in the former Scrive family hotel since 1976. It is located at 3 rue du Lombard in Lille.

HisTorique of the Hotel Scrive
The district we know today was built from the expansion of the city in 1617: the marshy lands east of Lille are backfilled for development. Houses and gardens gradually embellished new streets such as the Rue Saint-Maurice, which leads from the church to the gate of the fortification (now Porte de Roubaix) and transversal openings such as the Rue du Lombard, where the Mont de Pietté is located. In front of this building, at the corner of Rue de Roubaix, surrounded by houses, will be built a small, modest mansion, compared to its neighbor the hotel of Ailly d'Aigremont (headquarters of the Command of the second military region).
The relief plan of 1743 shows a set of three buildings open on the rue du Lombard around a courtyard: on the right the stables, opposite the main building and a wing at the back of the courtyard. It is the first hotel called Libert de Quartes (1710-1720). The acquisition of neighbouring plots continued by his eldest son Julien-François secured the land for the construction in 1773 of a new hotel to house a large family.
The entrance on Lombard Street is moved in the axis of the courtyard with a portal surmounted by 3 lions. Two wings face each other from a large courtyard, the wall of the background rhythmic columns wants to give the illusion of an opening towards a garden. The wing of the house on the left consists of a long building with a slightly projecting forebody. The ensemble is capped with Mansart roofs pierced by dormers.
In 1785 adjoining properties were purchased. The Granville heirs sold this important group to the brothers Désiré and Antoine Scrive in 1821. These cardboard manufacturers (used to comb the linen) will occupy the hotel and install their manufacture there.
Important work is being done:
- The central part of the main building is enhanced.
- At the back of the courtyard, the colonnade is dismantled for the construction of sheds surmounted by a clock; part of the columns is reused on the central span of the main building to give it a neoclassical look and the rest on both sides of the back of the portal.
- Two symmetrical pavilions of empire style, one of which is the conciergerie, close the courtyard to the reverse of the portal.
Inside, to receive the guests of brand, a sumptuous salon (salon de Flore - 1853) shows the opulence of the family. The manufacture expanded on the rue du Lombard , and, on the courtyard side, large dormers illuminate the attic.
At the death of Antoine Scrive in 1864 the company Scrive is liquidated. The hotel is divided into apartments served by large entrance halls. The centenary of the occupation by the Scrive family is the occasion for transformations and decoration work. The Malmaison library and Art Deco bathrooms date back to the 1930s. Over the past 35 years, new services corresponding to the expansion of the DRAC missions have gradually been installed without ever ceasing restoration and development work.
The current premises bring together the various departments of the decentralized directorate of the Ministry of Culture. The renovation of the old factory adjoining the historic parts (18th century) has made it possible to optimize the functioning of the services.
