The city’s policy involves all the ministries, including the Ministry of Culture, which supports certain projects in favour of the inhabitants of the districts falling within the priority geography of the city’s policy by various means.

 

Le Dispositif d’éducation musicale et orchestrale (DÉMOS)

The Musical and Orchestral Education Scheme (DEMOS) has a social purpose and is a project of cultural democratization aimed at children from neighbourhoods of the city or rural areas with insufficient cultural institutions.
Since 2010, Demos has been promoting access to classical music through orchestral instrumental practice. The system owes its success in particular to an appropriate educational framework, to the cooperation between cultural actors and social actors, to the development of a specific collective pedagogy and to the continuing training of stakeholders.
Initiated and coordinated by the Cité de la musique – Philharmonie de Paris, Demos is now deployed on the national territory through partnerships with local authorities.

DEMOS Hauts-de-France

The Hauts-de-France region comprises four orchestras Demos. Three in the Aisne where the project is coordinated by theADAMA (Association for the Development of Musical Activities in the Aisne), two in the Nord department in Lille, where the project is coordinated by theOrchestre National de Lille and Maubeuge where the project is coordinated by theCommunity of Agglomeration Maubeuge Val de Sambre, and one in the department of Oise, where the project is coordinated by the Eustache du Courroy Conservatory.
In the Aisne there are two orchestras, around the communes of Soissons on the one hand, Saint-Quentin and Gauchy on the other hand, to which is added the Orchestra passerelle du Soissonnais, made up of children from the second phase of Démos (2012-2015) and students of the Soissons Conservatory.
In the Northern Department, the orchestra Demos Métropole européenne de Lille brings together children from the cities of Armentières, Faches-Thumesnil, Hem, Lille, Marcq-en-Barœul, Mons-en-Barœul, Roubaix, Villeneuve d'Ascq and Wattrelos; the Démos Val de Sambre orchestra, for its part, brings together children from the towns of the agglomeration community: Maubeuge, Louvroil, Neuf-Mesnil, Feignies, Jeumont, Ferrière-la-Grande and Recquignies.
In the Oise department, the Démos en Beauvaisis orchestra brings together children from Beauvais (Saint-Lucien, Saint-Jean and Argentina districts) and the communes of Auneuil, Bresles, Laversines and Milly-sur-Thérain.

Action culturelle dans et hors contrat de ville

Within the framework of city contracts, some project promoters can send to the DRAC files of grant applications for projects taking place in QPV. An application for a grant concerning an action taking place in QPV may be sent to the Drac outside the city contract.

Projects are selected based on the following selection criteria:

  • Quality of the artistic and cultural project (interventions of professionals over the duration, originality of the project according to the difficulties of the inhabitants);
  • Choice of priority area of city policy (first action on the area, specific difficulties, etc.);
  • Appropriate choice of beneficiaries (social difficulties and distance from culture) while facilitating social and intergenerational diversity;
  • Ability of the cultural structure to intervene on a neighbourhood taking into account the local actors of the city’s policy and to associate itself with a social field structure to better support the beneficiaries;
  • Ability to mobilize and make diligent beneficiaries;
  • Relevance of the objectives and practical modalities of the proposed evaluation (time and duration of the evaluation, participation of beneficiaries and partners, choice of indicators according to objectives).

Les Microfolies

Inspired by the Folies of Bernard Tschumi, the architect of the Parc de la Villette, the Micro-Folie aims to offer several complementary functionalities for a global cultural project:

  • To offer the treasures of the nation to the populations by disseminating the cultural contents of the national cultural institutions partners.
  • Foster creation by allowing local artists to perform and be programmed in national cultural institutions. The Atelier/Fab Lab will also be accessible and will allow everyone to develop their creativity.

The Micro-Food project has benefited from the interest of many partners who share La Villette’s commitment: democratization of culture, arts education and solidarity. It would not have been possible without the commitment of major cultural institutions: the Palace of Versailles, the Pompidou Centre, the Louvre Museum, the Picasso National Museum, the Quai Branly – Jacques Chirac Museum, the Philharmonie de Paris, the Rmn-Grand Palais and Universcience.
La Villette provides 15,000 euros for each project to support local authorities wishing to set up a Micro-Fund on their territory.

QU(ART)IER

Qu(ART)I is a 3-month artist’s residence-mission, renewable once.
It is a programme aimed at neighbourhoods or municipalities which fall within the priority geography of city policy. It is always carried out in partnership with at least one municipality and in liaison with the Lille and Amiens academies, with the various decentralized services of the State likely, according to the site of action, to be concerned and finally with cultural and socioeconomic structures.schools, educational and leisure facilities.

Why?
  • To tend to the generalization of an organized proximity between the inhabitants of a neighborhood and artists and their works;
  • To federate, around an artistic presence, the cultural, educational, social actors, associations of a sensitive neighborhood;
  • To create or support a collective and sustainable dynamic for cultural democratization;
  • To live to the rhythm of the proposals of an artist specifically invited in residence.  
How?

Based on three strong ideas:

  • the presence of an artist in the form of a residence-mission in the neighbourhood;
  • the accompaniment of the inhabitants of the district, by the professional actors of the field, to the reception and the active attendance of this artist and his work;
  • take advantage of this artistic presence to unite the lively forces, especially associations and educational, of the neighbourhood around future shared and decompartmental projects (inter-ages, inter-fields of intervention, inter-time, etc.).

C'est mon patrimoine

This is my legacy! is a system driven, at the national level, by the Directorate General of Heritage (DGP) of the Ministry of Culture (MC), and the General Commission for Equality of Territories (CGET).

In the Hauts-de-France region, it is managed by the Hauts-de-France Regional Directorate for Cultural Affairs (DRAC) and the Hauts-de-France Regional Directorate for Youth, Sports and Social Cohesion (DRJSCS), in collaboration with department prefectures and departmental directorates of social cohesion (DDCS). This is my legacy! is a social mix for youth, the scheme retains a minimum target of 60% of young people from the priority neighbourhoods of the city policy appreciated at the level of each region.
This national plan aims to promote the development of artistic and cultural practices of young people in school and leisure time, to combat the territorial, social and family inequalities that currently hinder access to arts and cultural education, and to move towards spaces that are further away from the cultural offer, especially in sensitive urban and remote rural areas.

Drawing on the intervention of professionals from the world of arts and culture, heritage and social field, This is my legacy! must enable young people and their families to take ownership of heritage places, their history and their collections in an original way.

Recipients:

  • The scheme is aimed at young people aged 6 to 18 and, more particularly, at adolescents;
  • The beneficiaries will mainly come from the priority neighbourhoods of the city policy;
  • Projects involving other remote audiences may be financed from other funds, notably from the Ministry of Culture.
