Culture - Justice - PJJ
The Ministry of Culture and the Ministry of Justice have developed a partnership policy to put in place a quality cultural policy aimed at people placed under the control of justice.
Culture is indeed a factor in the construction and even reconstruction of the person and a major element in a path of reintegration.
The two protocols of 1986 and 1990 laid the foundations for this partnership policy, they were supplemented by the implementation circulars of 1992 and 1995 and then by the 2009 protocol which provides a common framework for the management of minors and adults for access to cultural activities.
A circular implementing this third protocol was signed on May 3, 2012, which covers, thematically, the various orientations to be implemented in a very concrete way, accompanied by 7 fact sheets.
In the Hauts de France region, the partnership agreement for the benefit of adults placed under the hand of justice was signed on 4 May 2021 between the Regional Directorate of Cultural Affairs and the Interregional Directorate of Penitentiary Services. The Regional Directorate for Cultural Affairs and the Interregional Directorate for Youth Judicial Protection also signed a partnership agreement July 22, 2020. The purpose of these conventions is to promote access to culture and to encourage the artistic expression of persons placed under the hand of justice as well as minors under judicial protection.
The Regional Directorate for Cultural Affairs, the Inter-regional Directorate for Penitentiary Services (DISP) and its Insertion and Probation Services (SPIP) as well as the Inter-regional Directorate for Youth Judicial Protection (DIRPJJ) and its territorial directorates join forces to support, in prisons and judicial protection services, a programme of cultural actions in liaison with local authorities and cultural associations or structures wishing to be involved in the project.
They take into account the diversity of sectors of expression and modes of interventions such as: books and reading, theatre, circus arts, music and dance, visual arts, film, audiovisual, multimedia and heritage.
The actions can be in the form of workshops of artistic practice, courses of awareness of art and culture, meetings at work and residencies of artists.
