Protect

The CRMH is responsible for the constitution and presentation in committee of protection files for historical monuments (movable objects and buildings). There are two levels of protection: inscription and classification as historic monuments.
The Regional Commission for Heritage and Architecture (CRPA) consists of three sections: the first is devoted to the protection of buildings, the second to works and the third to the protection of movable objects. The opinion of the commission is advisory, it is up to the prefect of Region to take the decision by signing an order.
If a classification wish is issued by the CRPA, the protections are presented to the National Commission of Heritage and Architecture (CNPA). The decree of classification for Historical Monuments is then signed by the Minister of Culture.
Regional heritage can be the subject of thematic protection campaigns.

Conserve, restore

The regional conservation ensures the control and the conduct of restoration operations on the historical monuments belonging to the State (Ministry of Culture), in connection with the chief architects of the historical monuments. It is also responsible for the project management of the maintenance and ordinary repair work on these buildings (framework agreements). These missions concern in particular the cathedrals of Soissons, Cambrai, Beauvais, Arras and Amiens but also the Hotel Scrive in Lille and the former convent of Visitandines in Amiens, headquarters of the DRAC Hauts-de-France offices.

The service accompanies the owners of public and private historical monuments in the development of their work project. As part of the scientific and technical control, it is required to pronounce itself in connection with the heritage services of the DRAC (departmental units of architecture and heritage –UDAP-, regional service of archaeology, museums) and the general inspection of historical monuments, in all phases: preparation of the work programme, preliminary studies and diagnostics, preliminary projects, projects, building permits for listed monuments, authorization of works for listed monuments, until the conformity of the works in the case where a state financing is given.

In certain cases provided for by statutory instruments, the CRMH sets up a Project Management Assistance (PDA) with public or private owners according to their financial and technical capacity. This AMO takes the form of an agreement signed between the Ministry of Culture and the owner. It is a personalised support to respond to a specific intervention or a global operation (definition of the programme, consultation of the supervisor via public procurement until the monitoring and reception of the work) integrating the technical and administrative component.

Regional conservation examines applications for financial aid for the maintenance and restoration of protected buildings and movable objects. The rate of financial assistance is determined according to the level of protection (listed or classified), the health status of the building or object, the nature of the project.

Value

The CRMH contributes to a better knowledge and appreciation of heritage through national and local communication actions, events, training and publications.
In particular, it is responsible for organising national events of the Ministry of Culture, such as the European Heritage Days, and the establishment of the labels created by the ministry: the Architecture Contemporaine Remarquable label allowing the recognition of the heritage of less than 100 years or the Jardin remarquable label which aims to identify the most interesting within Hauts-de-France.

The CRMH also contributes to the animation of the Cities and Countries of Art and History network, in conjunction with the Pôle publics, territoires et industries culturelles, for its component heritage and cultural action.

The CRMH supports the work of young volunteers on built heritage in connection with the DRJSCS.

The MHRC, on each of its sites, manages the archives relating to the protection and conservation of buildings and objects. These archives can be consulted by appointment for professionals and researchers.
