History of UDAP and architects of French buildings
From the agencies of the buildings of France to the departmental units of architecture and heritage
By decree of March 6, 1979, the Agence des bâtiments de France, born immediately after the war, were renamed «Departmental Services of Architecture» (SDA).
In 1996, the SDA became the "Departmental Services of Architecture and Heritage" (SDAP) and are attached to the Ministry of Culture and Communication
In 2011, the SDAP took the name of Service territorial de l'architecture et du patrimoine (STAP), under decree no. 2010-633 of 8 June 2011, and are administratively attached to the Regional Cultural Affairs Directorates (DRAC), a decentralized department of the Ministry of Culture and Communication, as «territorial units».
On 1er January 2016, as part of the territorial reform of the State, the STAP, within the DRAC, become "departmental units of architecture and heritage" (UDAP). Geographically, the UDAP remain established in their department of competence.
Architect of the buildings of France
Within the Departmental Units of Architecture and Heritage (UDAP) architects and urban planners of the State (AUE) perform the function ofarchitects of the buildings of France (ABF).
Created in 1946, the ABF Corps has been attached, since 1993, to that of the State Planners within the State Architects and Planners Corps, heritage section.
The AFB has the authority to authorize, agree or recommend that it maintain existing laws and regulations and contribute to the improvement of projects proposed by individuals and communities through its monitoring missions.
The missions of the architect of French buildings:
- ensures the application of legislation on architecture, town planning, sites, historical monuments and their surroundings, in conjunction with other State departments;
- ensure the conservation of monuments protected under the department’s historical monuments and ensure the mastery of works on monuments belonging to the State and falling under the Ministry of Culture;advises communities on the conservation of unprotected heritage and gives opinions on files submitted by prefectures concerning land use planning, the landscape, urban planning, the equipping of rural territories...;
- is a curator of state-owned monuments assigned to the Ministry of Culture. The ABF may be responsible for one or more monuments, including the cathedral of its department;
- performs the function of head or deputy of the UDAP.
