Arts and cultural education in schools
The Ministry of Culture, in close partnership with the Ministry of National Education, is committed to ensuring that all children throughout France receive quality arts and cultural education during their schooling.
The inter-academic convention between the DRAC and the three rectorats of the Grand Est
An inter-academic convention, signed at the end of 2017, between the DRAC and the three rectorats of the Grand Est (Académie de Nancy, Académie de Strasbourg and Académie de Reims) reaffirms the priority of arts and cultural education.
It preserves, with a view to efficiency, proximity and balance of territories, the dynamics established over the past ten years within the framework of the partnership arrangements specific to each of the three academies of the region.
Thus, the legal and financial status of the major intervention mechanisms that existed before the territorial reform are preserved (the GIP Acmisa in the Academy of Strasbourg; territorial arts education contracts signed with local authorities in the Academy of Nancy; calls for projects geographically targeted in the Academy of Reims).
This inter-academic convention develops three main axes:
- the vocation of arts and cultural education to be coextensive to all teachings;
- the launch of regional calls for projects for creative residences in white areas of the regional cultural offer, in particular in the framework of partnerships with local authorities;
- programming of regional training for teachers, school managers and practitioners.

The egg settingvre arts and cultural education facilities
On this common basis, specific measures will be developed with the other decentralized services of the State invested in culture and local authorities, including:
- Agreements with local and regional authorities
The partners undertake to pursue together the policy of agreement with the local authorities for the implementation of projects of arts and cultural education of territory. These conventions allow the mobilization of all the cultural facilities of the territory; they facilitate the access of young people to artistic practices and places of culture, they promote the encounter with artists and works.
These agreements may take the form of local arts education contracts (CLEA) or any other form adapted to the scale and configuration of the territory. The territorial management of actions and projects can take the form of a public interest group, like the Gip-Acmisa of the Academy of Strasbourg, or any other form of partnership depending on the territorial context
- Regional Residencies of Artists "La Fabrique Grand Est"
The The Fabrique Grand Est mediation and creative residency is a regional scheme of residencies of emerging artists from all artistic disciplines hosted in schools (colleges and lycées) that was initiated in 2018.
The young artist, whatever his field, is supported for a time of research, experimentation and mediation of its creation and production process over several weeks with high school or high school students in the most remote territories of the cultural offer, especially the so-called «white» zonesrural, peri-urban and education priority areas.
The residence promotes equal access of all young people to arts and cultural education and allows to value the cultural resources of the territory by the networking and the commitment of the educational community and the cultural world, the voluntary sector and civil society, the state and local authorities.
This scheme thus contributes to the implementation of the arts and cultural education pathway and contributes to an ambitious generalisation policy aimed at reaching 100% of the territory’s students.
It is a partnership scheme, initiated by the DRAC and the three rectorats of the Grand Est, which involves the local authorities, the higher art schools of the region and the places of reception of emerging artists (festivals, qualified or certified cultural structures of the Ministry of Culture, nurseries, wastelands, places of companionship, universities endowed with master’s degrees in literary creation, regional book agencies, etc.).
The Grand Est mediation and creative residency complements the existing arrangements in each of the three Academies. It has seven specific objectives:

Atelartistic iers
Levels: middle and high schools
Workshops are optional activities. They are registered in the school project and are developed by a team of teachers, partners and students. They are open to volunteer students.
The practice is at the center of the artistic workshop which is enriched by an opening on the cultural environment.
The workshop is under the responsibility of a teacher. It can form a multidisciplinary team by ensuring the collaboration of other teachers. The DRAC verifies the qualifications of those involved in the arts and culture sector.
The workshop is open for one school year. The renewal of one workshop from one year to the next is not systematic. It is renewable, after evaluation. The duration is limited in time, in order to allow the renewal of teams and to benefit other institutions.
