Entertainment Contractor Licence (Grand Est)
Is a live entertainment contractor: “Any person who carries on the business of operating performance venues, producing or presenting performances, alone or under contract with other live performance contractors, regardless of the mode of management, whether public or private, for-profit or not-for-profit activities”.
The legal regime
Since 1er October 2019 on Decree no. 2019-1004 of 27 September 2019 transforms the licensing regime into a system for the prior declaration of the activity of live entertainment contractors, producers, broadcasters, tour contractors, venue operators, valid for a period of 5 years.
This legal regime:
- relax the conditions of competence or experience;
- set up a teleservice for reporting;
- allows the administration to object to the declaration within one month;
- puts in place a more operational a posteriori control.
The objectives of the regulations:
- to protect the artist and other performing artists by giving them the status of employees;
- remunerate authors;
- ensuring the sustainable development of this economic sector;
- create conditions conducive to artistic creation.
Declaration procedure for obtaining a valid licence receipt
My main activity is the live show, or it is not the live show but more than six shows a year are given: an online approach is mandatory.
The performance of the activity of the contractor of live performances is submitted to declaration or information.

SIBIL declaration for licensees of live entertainment entrepreneurs
Article 48 of the CASL Act of 16 July 2016 requires licensed live entertainment contractors to make their ticketing information available to the Ministry of Culture.
A data reporting tool, called SIBIL (BILletterie Information System) is at your disposal: https://sibil.culture.gouv.fr
This online procedure allows companies to create their SIBIL account and then proceed with their declaration of receipt or inactivity.
This regulatory obligation to declare revenue is mandatory for all since 1er April 2020 and now conditions the payment of public aid.

Only the receipt that will be sent to you at the email address entered during the creation of your account may be a generator of rights.
This document shall be deemed to be a licence provided that the activity or activity project fulfils the conditions set out in Articles L.7122-3 and L.7122-7 of the Labour Code, in particular in terms of the training, experience or competence of the contractor, and respect for labour law, social law, intellectual property law and the safety of performing arts venues.
