Priority territories in Auvergne-Rhône-Alpes
Integrating cultural projects into social and urban or rural development
Particular attention has been paid for many years to the development of cultural and artistic action within the framework of city policy.
The
DRAC
works with local authorities and city political project leaders on the cultural side of "city contracts". She mobilized around the writing of these cultural components in direct connection with the urban and social project management teams.
Living better on a daily basis, creating new clusters of attractiveness, working in a network are the main areas to be developed in the priority territories.
The projects supported are built around three dynamics:
- actions to support and qualify emerging artistic practices and projects promoting creation;
- diversity of cultures;
- Reclaiming urban space in relation to heritage, urban planning and architecture;
The action plan to facilitate a policy of enhanced educational, artistic and cultural provision for all inhabitants and young people in particular.
The
DRAC
In partnership with the other State departments concerned and the regional and departmental authorities has initiated a process of development of arts and cultural education on the scale of mainly rural inter-communal communities, This reflects the national priority to address social and territorial inequalities in access to arts and culture.
A cartography of the municipalities grouped in public establishment of inter-communal cooperation (
SIPP
) to whom priority could be given the negotiation and conclusion of territorial agreements for the development of arts and cultural education was established by the
DRAC
in concert with representatives of all levels of communities and other government departments.
In Auvergne-Rhône-Alpes, 80 communities of municipalities have signed an agreement.
Each of the multi annual agreements is followed by a cultural action adviser from the DRAC .
