Culture and justice in Auvergne-Rhône-Alpes
Access to culture is one of the elements of a pathway of integration or reintegration of a person placed under the control of justice.
The Regional Directorate of Cultural Affairs participates in a policy of support to cultural structures developing a privileged partnership with a penitentiary. This policy is carried out in direct partnership with the Interregional Directorate of Penitentiary Services (DISP), Integration and Probation Services (SPIP).
In addition to being part of access to culture for all, these actions with inmates or young people in open environments are a way to encourage their personal appreciation, their integration and to prevent recidivism.
The principles of cultural action in prisons are defined by 3 memoranda of understanding co-signed by the Ministry of Culture and the Ministry of Justice in 1986, 1990 and 2009.
In Auvergne-Rhône-Alpes
The Culture Justice 2018-2021 convention brings together the Lyon Interregional Directorate of Prison Services (DISP), the Interregional Directorate of Judicial Protection of the Centre-Est Youth, the Regional Directorate of Cultural Affairs and the Auvergne Regional Council-Rhône-Alpes.
The objective of this convention is to fight against cultural inequalities by promoting access to culture and by encouraging the artistic expression of persons placed under the hand of justice as well as minors under judicial protection. It thus reaffirms the principle that culture has its full place in prison, because it is an inalienable right, as well as access to education and health, but also because it is proving to be a vector of prevention of recidivism and preparation for exit that is integrated into an individualized journey.
Setting up an ambitious project requires shared reflection and construction between teams of justice and culture professionals
It is aimed at all institutions/services of the prison administration (PA) and the services of the judicial protection of youth (PJJ), in partnership with the artistic teams and cultural structures of the region.
Projects can be conceived in all cultural and artistic disciplines, in various forms (workshops of artistic practice, enriched mediation actions or artist residencies...). The process and learning related to the encounter with the artist, with his work and his creative process remain paramount.
Within the framework of this scheme, financial assistance and expertise regarding the content and quality of the proposed interventions can be provided to project promoters.
