For structuring and relaunching the cultural and creative industries sector, the Government is launching, within the framework of France Relance, four schemes with €10 million each. They will support the digital and ecological transitions of the cultural and creative industries. These schemes are part of the fourthth Forward Investment Program (AIP4).

The 4th forward investment program (PIA 4) is a major investment tool with €20 billion over five years (2021-2025), of which €11 billion is financed by France Relance and implemented over 2021-2022. It aims to provide France with essential strategic assets, in order to guarantee the maintenance of its independence, competitiveness and therefore of its jobs, and to continue the ecological transition effort undertaken.

As part of France Relance, the Government’s ambition is to Supporting the Cultural and Creative Industries Sector (CCI), which includes audiovisual, film, performing arts (including theatre, dance, music), recorded music, museums and heritage (including archives), architecture, visual arts, design, crafts, video games, books and the press. The sectors of fashion and communication are included in this approach.

The Ministry of Culture announces the launch of four new devices to support the digital and ecological transitions of the cultural and creative industries, endowed with €10 million each :

  • a Call for Expression of Interest (RMO) for the development of innovative ticketing solutions» ;
  • a Call for Proposals (PAA) to foster the emergence “Green Alternatives”;
  • a Call for Proposals (PAA) for the development of«Augmented live performance experience» ;
  • a call for projects (PAA) in favour of developing a solution for the “Digitization of Heritage and Architecture”.

The first two transversal schemes are aimed at all actors in the cultural and creative industries sector, while the last two calls for projects, sectoral, are aimed more specifically at actors in the performing arts (all sectors combined), and those of the heritage and architectural domain.

Les enterprises of all sizes (including SMEs and SMEs), but also the public cultural institutions and associations These schemes are designed to finance the innovative projects with strong transformative potential for the sector. The support, in grant, intervenes in the seed phase and aims at projects with a perspective of profitability or financial sustainability and the constitution of tangible or intangible assets. Projects must include an innovation dimension strong, technological, customary or organisational and present a potential for generalisation among other cultural actors. A public or private co-financing is systematically sought.

These four schemes will be implemented by the Banque des Territoires (Caisse des dépôts Group), one of the AIP operators.

Call for Projects (PAA) “Augmented Live Performance Experience”

The health crisis has highlighted the demand for access to works interpreted remotely and practices for the dissemination of these works, such as live online video broadcasting (livestream)  or content that increases the viewer’s experience (virtual reality, augmented reality). The lack of maturity of the offers offered and the technical and economic difficulties encountered by many actors in this field have nevertheless confirmed the need for investment support for the transposition of audiovisual techniques (recording, online presence, dissemination, conservation, etc.) or the development of new technologies in live performance (theatre, dance, music, etc.). In this context, the call for projects «Augmented live performance experience» Its objective is to foster the development of new services and devices for dematerialized diffusion based on technological innovations, usage, organization or economic model.

Call for Projects (PAA) “Digitization of Heritage and Architecture”

The use of digital technologies has made it possible to renew and increase access to a wide variety of heritage and architectures, particularly remotely, for archival or library holdings, museum collections, archaeological sites, historical monuments, buildings or movable objects, as for architectural works or graphic arts. However, these practices are not common in all heritage institutions (archives, libraries, museums, archaeological conservation and study centres, monuments, etc.) They could support professionals in their missions and enrich the visitor experience. This call for projects aims to support initiatives to digitize heritage and architecture, whether it be for preservation purposes or to offer new and innovative cultural offerings to a wider audience.

Call for Projects (PAA) “Green Alternatives”

If the cultural and creative industries sector (ICC) is now showing a strong voluntarism in the field of eco-responsibility, it needs to be accompanied so that sustainable solutions Experience and structure, in order to identify common references for cultural activities. The purpose of this PAA is to support concrete projects that take an innovative approach across the CCI value chain (creation, production, dissemination, end-of-life), an approach that fully integrates the continuum from the circular economy, from eco-design principles to end-of-life management strategies.

Call for Expression of Interest (RMO) “Innovative Ticketing Solutions”

This MAI is aimed at to identify, and if necessary support in project engineering, innovative, integrated ticketing solutions that pool the interests of stakeholders, To book and pay for artistic and cultural offerings. If this MAI emerges a proven market need, a call for financing projects will be launched, in a second phase, to support the most relevant solutions (technological achievement, financial structuring). The objective is to achieve the development of shared solutions allowing both to preserve the mastery of cultural enterprises on the value chain and to assure them access to the data they produce, To promote the interconnection of different types of ticketing and, finally, to offer services which help to optimise marketing.
