In July 2020, the Minister of Culture, Roselyne Bachelot-Narquin, announced her desire to see artists, cultural actors and local authorities reflect together on building a common future for festivals, as part of the Estates General of Festivals (EGF). On 3 and 4 October 2020 in Avignon, and throughout France through the DRAC relay, the first edition of the EGF was held, which made it possible to answer questions from professionals on the health crisis, and to exchange ideas on major themes for festivals such as sustainable development, territorial cooperation or the career of artists.

Thought of as a milestone, a second edition organized on June 28, at the close of the Printemps de Bourges, notably made it possible to present the first results of the observation and mapping process of festivals.

A major event at the end of 2021, the third edition of the États Généraux des Festivals will be held on December 1 from 2:30 pm to 6:00 pm, at the Théâtre de la Cité in Toulouse, at the close of the forum organized by France Festivals, around 3 main sequences:

  • the restitution of the approach of mapping festivals in 5 new regions: Nouvelle-Aquitaine, Occitanie, Provence-Alpes-Côte d'Azur, Guadeloupe and Martinique, in addition to the 3 pilot regions presented in Bourges;
  • the presentation of a Charter of sustainable development for festivals, a theme that has been a common thread since the 1st edition of the Estates General of Festivals;
  • the presentation of the Principles of State Commitment to Festivals, a framework document for a renewed State policy in favour of festivals.

This third edition is aimed at festival organizers from all disciplines, public authorities, all relevant ministries and professional and trade union organisations.
